Restructuring plans for Spanish financial system
Dear Economic and Financial Affairs (ECFIN),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- All correspondence between the European Commission and the Spanish Bank Restructuring Fund, FROB (Fondo de Reestructuracion Ordenada Bancaria).
- In particular, I'd like to receive a copy of the restructuring plans submitted by the FROB to the European Commission for Bankia, CatalunyaBanc, Nova Caixa Galicia (NCG) and Banco de Valencia.
- All information submitted by the FROB regarding the creation of the "bad bank" SAREB.

This reply only relates to point 2 of your request:
"all correspondence between the European Commission and the Spanish Bank

particular, all information submitted by the FROB regarding the creation

as point 1 is being treated by DG COMP with Ref. GestDem No 2013/40.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 14/01/2013.
An extended time limit is needed as your application concerns a large
number of documents held by different Services which must be consulted.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 04/02/2013.
We apologise for this delay and for any inconvenience this may cause.
