Romania annual report on oil agreements, authorizations and holders

Dear Energy (ENER),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The Romanian report for 2011 regarding: the geographical areas which are available for licensing for oil operations, the concluded oil agreements,the authorizations issued, the holder of the oil agreement and the estimated provisions at national level.
This report has to be done and sent yearly to the European Commission according to art 56 index 1 of the Methodological norm of the Oil Law no. 238/2004, updated by the Governmental Decision no. 350/2007.

May 2013 under the reference GestDem No 2013/2819, in which you enquired
for access to the Romanian hydrocarbons report for the year 2011.


Regrettably this report is not in our possession and we therefore have
reminded the Romanian competent authority that, pursuant to Article 9 of
the Directive 94/22/EC of the European Parliament and of the Council of 30
May 1994 on the conditions for granting and using authorizations for the
prospection, exploration and production of hydrocarbons, Romania is
obliged to publish and communicate to the Commission this 2011 annual
report, including information on the geographical areas which have been
opened for prospecting, exploration and production, authorizations
granted, entities holding authorizations and the composition thereof and
the estimated reserves contained in its territory. Upon receiving this
document and getting Romania's approval to disclose it, we will
communicate it to you. Thus in order for you to get this report as soon as
possible, we suggest that you address your request directly to the
