Sanitary & Phyto Sanitary Measures on Exports of Wood (Round Logs) from EC

We're waiting for SN Chamaria to read a recent response and update the status.

Dear Council of the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Whether the EC and its member countries/constituent are obliged to honour and or comply with the obligations under WTO agreement on SPS to other WTO members importing the Wood from EC ?

Is there any mechanism to enforce and or to audit compliance of such treaty obligations by member countries in respect of Phyto sanitary measures on export of round logs to other WTO member countries, particularly India?

Whether the member State Phytosanitary Authorities do the real check on the declarations filed by the exporters of round logs from Germany, France and Romania to India where the Phytosanitary certificates issued by these member states are understood to certify heat treatment to round logs as required in the import permits issued by India.

If not, the basis to believe the exporters declaration that long round logs could also be heat treated as required by India in the facilities availabl with the exporters.

Is it also a fact that Methyl Bromide fumigation of Wood is banned within EC and if not, why the exporters in EC are not permitted to use MB given the fact that no other international treaty bans the usage of MB for Quarantine purposes ?
