Regulation 1049/2001 does not have such a requirement.

The Ombudsperson has decided in case 682/2014/JF that "The Commission’s requirement that all persons who ask for public access to documents must provide their postal address for its paper post sending arrangements, is maladministration."

Please confirm that your request to have me send a postal address was sent in error and that such request is void.

The institution did not even consider a partial removal or whether the confidential status of the document still holds true.
