Al amparo del derecho de acceso a documentos contemplado en los tratados de la UE, y desarrollado en el Reglamento 1049/2001, solicito los documentos que contienen la siguiente información: Normatividad en la que se fundamente el derecho a la información en Madrid España, cual es el procedimiento, tiempos de respuesrta, sanciones en caso de que no se responda, autoridades garantes, etc

Dear Rafael Higuera,
We refer to your request registered on 5 September 2017, in which you make
a request for access to documents, under the above mentioned reference
number.
The Agency regrets to inform you that no documents can be found falling
under the scope of your request. Indeed, as specified in Article 2(3) of
Regulation 1049/2001, the right of access as defined in that regulation
applies only to existing documents in the possession of the institution.
Given that no such documents have been identified, the FRA is not in a
position to handle your request.
In addition, we would like to inform you that applications made under
Regulation 1049/2001 to the Agency are submitted through our website. This
enables the FRA to ensure that requests are made in a precise manner and
contain, in particular, sufficient elements to enable the FRA to identify
that the applicant is a citizen or resident of the Union (Article 2 (1) -
Beneficiaries and Scope - Regulation (EC) No 1049/2001).
