Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires on 09/10/2018.

An extended time limit is needed as part of the documents requested originate from third parties or are held by different Services which must be consulted.

I am filing the following confirmatory application with regards to my access to documents request registered on 18/09/2018 under reference number GestDem 2018/4902.

I would like to challenge that it is necessary to redact all mention of member states from the records. For one, there are several examples where the name of the member state is publicly available when comparing the Commission record with the Council record. Just compare document 1 with the Council's summary record (5505/17 CRS CSA 1). Where the Commission has redacted the name of the member state which requested a discussion on Organic Salmon from Norway/Iceland imports the EU, the Council record clearly stated “Import of organic salmon from Norway = Request from the Belgian delegation”.

Secondly, it is not convincing that for all of the agenda points disclosure of the member states would seriously undermine the institution’s decision-making process. In any normal democracy such positions should be public, as they are when for example member states vote on legislative files in the Council. The citizens of those member states have a right to know how their countries' representatives behave in the SCA. To exercise a blanket redaction of all member states' names is excessive and anti-democratic.

As a final point, it seems that six documents are missing.

The Commission's summary records for following meetings of the SCA held in 2017 are missing: 1551st meeting on 22 May 2017, 1556th meeting on 4 September, 1558th meeting on 2 October, 1560th meeting on 23 October, and 1563rd meeting on 4 December.
