Stress test data submission template for the 2018 stress test

We're waiting for Timothy Murnaghan to read a recent response and update the status.

Dear European Banking Authority,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The data submission template spreadsheet for the 2018 stress test.

I am a software vendor making tools to help with the stress test – so I simply can’t understand that decision not to publish.
There’s nothing confidential in the empty template – regulators like the US Fed and Bank of England publish their templates which allow us to make tools – which is a benefit to the overall process.

I recognize that the Excel format isn’t ideal for publishing (and in fact not ideal for collecting stress test data), and there may be concerns about modified versions being created. I would urge you not to do something like converting it to PDF as that’s less modifiable as it would also render it completely unfit for purpose (being a sheet of around a million data points). There are better and easier ways of assuring the version – like publishing a digest alongside the sheet itself. This would also have the benefit of being very simple to accomplish technically.

already available on the EBA website:

However, please also note that the EBA strives to be as transparent and
open to as far an extent as possible. On this basis, the EBA will indeed
publish the current version of the templates for the 2018 stress test
exercise. The time line for this is envisaged for the end of January 2018.
