Thank you for contacting the European Court of Auditors (ECA).

 

As a foreword, please note that your request for access to documents has
been processed in accordance with Article 6 of [1]Decision No 12/2005 of
the Court of Auditors regarding public access to Court documents (as
amended by Court Decision No 14/2009) (altogether, "the Court's
Decision"). Regulation 1049/2001 regarding public access to European
Parliament, Council and Commission documents is not applicable to our
institution.

 

With reference to your query, the information you are seeking relates to
the composition of the EU budget, which is a matter that does not, per se,
lie within the remit of our institution. The ECA is not in possession of
documents stating the “total sum of money that the EU receives from the
UK”.

Our institution is responsible for auditing the EU’s finances. Pursuant to
[2]Article 287 of the Treaty on the Functioning of the European Union, we
examine the legality and regularity of the EU’s revenue and expenditure
and the soundness of its financial management, and thereby act as the
guardians of the EU’s finances. In fact, the ECA auditors test samples of
transactions from the different budgetary lines (groups of policy areas)
always on an ex-post basis, that is after the amounts have been spent. In
this regard, it might be of interest to consult the latest flagship
product of our institution, that is the [3]Annual Report on the
implementation of the EU budget for 2017 and, in particular, Chapter 4,
which presents ECA’s findings for the revenue of the Union for that year.

 

For your information, it is the responsibility of the European Commission
to draw up the annual budget of the EU, which is further submitted to the
approval of the European Parliament and of the Council of the European
Union. Furthermore, it is the European Commission which has the oversight
of the implementation of the EU budget. As such, you may consider
consulting the dedicated [4]EU budget webpage on EUR-Lex and the
[5]European Commission’s webpage on EU budget, which provide more detailed
and up to date comprehensive information on this topic altogether.

Please be informed that, under Article 7 of Decision 12/2005, you can ask
the ECA to reconsider its position within 15 working days of receiving

been twice refused an answer to your question. The European Court of
Auditors (ECA) handled your queries on both previous occasions. We would
like to kindly reiterate for a last time that the ECA is not in a position
to provide any different answer, because it does not have in its
possession either the information or a document containing the requested
information, nor it is within its remit to procure the same. Furthermore,
in a wish to help you find the information you are searching, we have
already also indicated twice other alternative sources for you to contact,
as they might be in a better position to answer your question.

 

In light of the foregoing, and in accordance with Art. 14(3) of the
European Code of Good Administrative Behaviour issued by the European
Ombudsman, we would like to let you know that, going forward, we will
disregard and give no further consideration to any further communication
