Travel expenses of EMCDDA Director

Dear European Monitoring Centre for Drugs and Drug Addiction,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am hereby requesting access to the travel expenses of EMCDDA's Director, for the period 1 January 2016 to 31 December 2016 inclusive.

I am looking for documents that contain, for each of the trips, the following information:
- Place of origin and destination, and the amount spent on travel or transportation;
- Exact dates and duration of the trip;
- Amount spent on accommodation;
- Amount spent on subsistence;
- Other information, such as possible miscellaneous costs.

If the travel was by air taxi and a team of people were travelling, please also provide documents with details on the other travellers (at a minimum, names and job titles).

With respect to personal information contained in any documents that you might have, I note that the only information being sought here is the name and surname of EMCDDA's Director, something which is already in the public domain. This request does not seek access to any other personal information such as bank account details. Nor am I requesting data such as the office addresses, signatures or telephone numbers of EMCDDA staff members.

I am writing to you as follow up to my last correspondence of 18 January
2018 regarding your request for access to documents registered under the
reference number Adonis 191955.

 

Please find the list of documents in chronological order sent to you as
per your request in the first of the documents attached. The documents are
the so called ‘missions’ statements of expenses’ where all information you
requested related to each trip carried out by the Director is included,
i.e. costs, per diems, means of transport, etc.. All the statements have
been scanned in only one document (also attached) with the pages numbered
(total number of pages 24).

 

I would like to inform you, for the sake of completeness, that the
[1]EMCDDA was set up to provide 'factual, objective, reliable and
comparable information concerning drugs, drug addiction and their
consequences. It aims to provide evidence to inform policymaking and guide
initiatives to tackle drugs. In order to properly achieve its mandate, the
participation to events and the performance of various trips is essential
as stated in the EMCDDA Funding Regulation (REGULATION (EC) No 1920/2006
OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 12 December 2006 on the
European Monitoring Centre for Drugs and Drug Addiction (recast)).

 

Furthermore, and for your full information, I would like to call your
attention that during the trips carried out by the EMCDDA Director during
2016, he made 12 presentation and gave 11 speeches. I hope that this will
contribute to framework the analysis you will wish to make of the
presented documents.
