Urgent educational enquiry !

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
My name is Muneeb Hassan and I have lived in Portugal for over 2 years, I have completed my university of Cambridge international A levels in a Cambridge international school in Portugal. According the Portuguese law which is available online on this topic , these exams are equivalent to the final high school graduation exams of the Portuguese system. However, the local school doesn't understand what A levels are equivalent to and they have failed to recognise British A levels saying that they don't show any prove that the student has completed high school studies. This is wrong and I think that you can help and clarify this !
Cambridge international A levels are accepted globally and are the most prestigious high school level examinations/courses. Students with these qualifications make their way to high rank universities across the globe and I have achieved high grades, I am a hard working and passionate student.
Are the university of Cambridge international A levels are high school final exams equivalent to the last year of Portuguese exams and are the Cambridge international A levels exams the ones that can be given through Cambridge schools or through British council after completing the studies and the high school last years to access the university? Most students sit for 3 A levels which mark the end of high school internationally.
I really need your help , my family is pretty worried for me and I reckon that living in this land ( Europe) where right to education , information and access to rights is considered important, you can help me out.
