Registre, European Parliament

Dear Ms Gilbert,

On 14 September 2012 you wrote to the European Parliament requesting access under Regulation 1049 to:

1. "Any documents pertaining to the professional diary of Richard Seeber, MEP, Group of the European People's Party (Christian Democrats) between 01/01/2012 to the present,"

2. and to "any documents detailing the minutes of meetings and correspondences between Mr Seeber and representatives of the pharmaceutical industry and the water industry during the period 01/01/2012 to present containing the words or dealing with the issue of the water framework directive."

Concerning both your requests, we regret to inform you that MEP diaries and other private correspondence are not registered in European Parliament's database of documents. See here: http://www.europarl.europa.eu/aboutparli...

However, Mr. Seeber has informed us that he is willing to provide you himself with information in this regard. You can find his contact details here: http://www.europarl.europa.eu/meps/en/28...

Subject: request to Mr Seeber
Dear Ms Gilbert,

Thank you for your interest in my work. In addition to the information
you receive by the European Parliament administration, please find below
a detailed account of my current work in the field you specified.

I assume that by requesting information related to the "Water Framework
Directive" and meetings with pharmaceutical companies , you are
interested in the dossier "Priority Substances in the Field of Water"
that I am currently handling as Rapporteur.

The parliamentary process has evolved as follows:

- Stakeholder Hearings
I decided to hold two hearings with representatives of industry,
pharmaceutical companies and environmental NGOs in order to be able to
provide myself and my colleagues with a wide range of different views on
this issue. The meetings were held on April 24th and June 5th at the
European Parliament. Please see the invitations attachment for more
information on the speakers. Of those hearings, no minutes were taken.

- Individual Meetings with Pharmaceutical Companies
I resolved not to hold any individual meetings with pharmaceutical
companies or  NGOs, since both parties were granted speaking time at our
stakeholder hearings.
My assistant in charge of this dossier attended an information meeting
on April 13th by EFPIA on their premises in Brussels.

- Individual Meetings with Stakeholders
I met with representatives of CEFIC, the Austrian Chamber of Commerce,
EUREAU, the German VCI (Association of Chemical Industries) and Swedish
Professor Ake Wennmalm.

- Individual Meetings with Permanent Representations
The Permanent Representations of the following countries were met:
France, UK, Denmark, Austria, The Netherlands, Cyprus, Sweden.

- Meetings with Shadow Rapporteurs
On May 29th and June 5th, meetings with the Rapporteurs of the other
Groups were held to discuss their views.

- Meeting with Commission and CY Presidency
Regular meetings were held with Commission officials from the Water
Unit, as well as from the European Environmental Agency. The report was
further discussed in detail with the Cypriot EU Presidency.

- Timeframe
The report on Priority Substances was drafted throughout the first two
weeks of July and was made available to the public on July 17th.
The first debate in the ENVI Committee took place on September 6th. The
original amendment deadline of September 12th was prolongued until
November 7th.On November 5th, another hearing in the ENVI Committee,
including DG ENVI, DG SANCO, EEA and the Permanent Representations of UK
and Sweden, is scheduled. The vote in Committee is set for November
28th.

I would like to ask you for your understanding that for reasons of data
protection I cannot disclose my professional diary, nor information
about our political decision-making process. Feel free to approach my
office in case you have questions.

Please be informed that, for reasons of transparency, the Parliament,
all invited stakeholders, the ENVI coordinators, the Shadow Rapporteurs
and the Austrian journalists accreditated in Brussels will be notified
of your request and my reply. Additionally, this information will be put
on my personal website.

Best regards

Richard Seeber
