Dear Mr Dolby,

Following your enquiry of 21 April 2017, we would like to inform you that
in accordance with Article 13 (1) of the Treaty on European Union, the
European Central Bank (ECB) is an institution of the European Union.
The European Central Bank as a new supranational institution has legal
personality under public international law. Article 263 (1) of the Treaty
on the Functioning of the European Union states that the Court of Justice
of the European Union monitors the legality of acts of the ECB.
