working agreements and bilateral agreements with Mauritania, Senegal and Cape Verde

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All the working agreements (or arrangements or other kinds of agreement) between Frontex and the competent authorities of Mauritania, Senegal and Cape Verde in relations to the JO HERA from 2006.
All the bilateral agreements (or arrangements or Memorandum of Understanding, etc.) between EU and/or Spain and Mauritania, Senegal and Cape Verde in migration issues that justify the JO Hera implementation in the territorial waters of those African States from 2006.

In order to better define my request I need the documents from 2006 to 2010.
I have to point out that in order to reduce the scope of my application I need a list of documents that Frontex holds falling under the scope of my request. I can clarify that the documents I'm looking for are the agreements that allow Frontex to operate in the territorial waters of Mauritania, Senegal and Cape Verde. Given the need of authorization to operate border control activities in the territory of a third State, I suppose that Frontex and/or EU and/or the Member States involved in JO HERA have signed such kind of agreements with those third States.

Dear PAD,
Thank you for your response, but... Are you sure that Frontex or any MS have not stipulated any kind of agreement with Senegal, Mauritania and Cape Verde that allow Frontex to operate in their territorial water? If it's so I have to presume that all the Hera JOs have been carried on without any kind of legal basis?
