Dear Enlargement (ELARG),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information: I want to have a copy of all the written communication between the prime minister of Republic of Macedonia Mr. Nikola Gruevski and Commissioner Stefan Fule in the period between 1st of April - 30th October 2011. Also, I would like to see the written communication between the Secretariat for European Affairs from Republic of Macedonia and the DG Enlargement in the period between 1st of May 2013 and 30th September 2013.

We refer to your e-mail dated 26/10/2013 in which you make a request for access to documents, registered on 26/10/2013 under the above mentioned reference number.
Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires on 19/11/2013.
An extended time limit is needed because, in order to retrieve the documents requested, large files have to be examined, and part of the documents requested originate from third parties.
Therefore, we have to extend the time limit with 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 10/12/2013.

I am writing to request an internal review of Enlargement (ELARG)'s handling of my FOI request 'written communicaton between prime minister from Macedonia and Stefan Fule'.
I find the answer extremely unsatisfactory. This is not the firsт time I am refused with an access to public information with the explanation that disclosing of some documents will harm the relations of EU with third countries. Everything that is related to my request is on the following link, I would just like to add - More than the fact that the EU is giving money to third countries, money paid by EU tax payers, do the citizens of EU have the right to know what kind of political relations has EU with third countries? Do the right of third parties not to give a permission for disclosure of information (because that is what politicians in vulnеrable democracies do)is not violating the fundamental right of freedom of information? What is a greater harm?
