I hope all is well in these challenging times. On our side we are obviously all working from home, which remains fine 
as long as long as health is ok and Belgian schools remain open! 
  
I am writing to inform you about our recent activities in relation to Carbon Border Adjustment Mechanisms (CBAM), 
and ask whether you would be available in the coming weeks for a brief meeting.  
  
Firstly, we have recently conducted a study through PwC on CBAM, which you will find attached. In a nutshell, the 
study looks at carbon leakage in the European cement industry in the coming years, and at the possible impact of a 
CBAM in terms of CO2 emissions reduction, social impacts and competitiveness. In particular, PwC have looked at 
how the EU cement industry is facing increasing imports from third countries and how this will evolve to the impact 
of EU ETS Phase IV, causing increased carbon leakage. They have then quantified the savings – both in terms of 
competitiveness, social impacts and CO2 emissions – that could be made through the implementation of a CBAM. 
The study also makes a number of recommendations in terms of the design of a CBAM. We have already sent the 
study to your colleagues from DG TAXUD and other DGs.  
  
In parallel, we have of course responded to the European Commission’s consultation on CBAM (please find our 
response attached). We have also issued a joint letter with EUROFER and Fertilizers Europe on the issue of CBAM & 
existing carbon leakage measures, which you should have received a copy of.     
  
We would be delighted to meet you (virtually of course) to discuss briefly the study and ongoing developments.
