of 8.6.2022 
on the award of grants under Horizon Europe – the Framework Programme for 
Research and Innovation 2021-2027 
THE EUROPEAN COMMISSION, 
Having regard to the Treaty on the Functioning of the European Union, 
Having regard to Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the 
Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, 
amending  Regulations  (EU)  No  1296/2013,  (EU)  No  1301/2013,  (EU)  No  1303/2013,  (EU) 
No  1304/2013,  (EU)  No  1309/2013,  (EU)  No  1316/2013,  (EU)  No  223/2014,  (EU)  No 
283/2014,  and  Decision  No  541/2014/EU  and  repealing  Regulation  (EU,  Euratom)  No 
966/2012 (hereafter the ‘EU Financial Regulation’)1, and in particular Article  200(6) thereof, 
Whereas: 
(1) 
In the  framework  of  Horizon Europe  –  the  Framework Programme for Research  and 
Innovation  2021-20272,  in  accordance  with  the  Horizon  Europe  Work  Programme 
2021-20223,  the  call  HORIZON-CL2-2021-DEMOCRACY-01  Engagement  with 
stakeholders’  was  published  on  18  June  2021  –  with  deadline  for  submission  by  7 
October 2021.  
(2) 
An evaluation was carried out pursuant to the applicable rules. 
(3) 
Following this evaluation (and having regard to the available budget), a call ranked list 
was drawn up with the proposals to be invited to grant preparation. 
(4) 
Grant  preparation  was  concluded  and  the  verifications  on  admissibility,  eligibility, 
double  funding,  operational  and  financial  capacity,  non-exclusion  and  ethics  and 
security (if any) were passed successfully. 
(5) 
This Decision concerns successful proposals that – under Article 13(4) of the Council 
Decision (EU) 2021/764, establishing the Specific Programme implementing Horizon 
Europe4  – require a Commission award decision in mode décisionnel
(6) 
Such  decisions  have  been  delegated  by  Commission  Decision  C(2021)  90895  of  8 
December  2021  to  the  Directors-General  that  are  competent  for  implementing  the 
relevant part of the Framework Programme.

the approval of the funding of indirect actions in the Horizon Europe Programme

(7) 
Since – under Commission Decision C(2021) 9089 of 8 December 2021– such award 
decisions  are not  delegated to  the executive  agencies, the Decision must be taken by 
the Director of the parent-DG. 
The following services will be competent for the budget implementation:  
– 
Directorate-General for Research and Innovation (RTD) 
– 
European Research Executive Agency (REA). 
(8) 
In accordance with the procedure referred to in Article 14 of Decision (EU) 2021/764, 
the programme committee was consulted on the proposals that should be funded. The 
measures  provided  for  in  this  Decision  are  in  accordance  with  the  opinion  of  this 
programme committee. 
(9) 
As a result, the proposals listed in the Annex should be funded. 
HAS DECIDED AS FOLLOWS:  
Sole Article 
The proposals listed in the Annex are awarded a grant, for the maximum amounts set out in 
that Annex.
