Research and Innovation 2021-2027
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the
Council of 18 July 2018 on the financial rules applicable to the general budget of the Union,
amending Regulations (EU) No 1296/2013, (EU) No 1301/2013, (EU) No 1303/2013, (EU)
No 1304/2013, (EU) No 1309/2013, (EU) No 1316/2013, (EU) No 223/2014, (EU) No
283/2014, and Decision No 541/2014/EU and repealing Regulation (EU, Euratom) No
966/2012 (hereafter the ‘Financial Regulation’)1, and in particular Article 200(6) thereof,
Whereas:

In accordance with the financing decision under Article 110 of the Financial
Regulation, in the framework of Regulation (EU) 2021/695 of the European
Parliament and of the Council establishing Horizon Europe – the Framework
Programme for Research and Innovation 2021 -2027 and
in accordance with the
Horizon Europe Work Programme 2021-2022 Marie Skłodowska-Curie Actions2,– the
call HORIZON-MSCA-2021-DN was published on 22 June 2021 with deadline for
submission by 16 November 2021.

In accordance with the provisions set out Articles 194-200 of the Financial Regulation,
the proposals received were first checked for formal requirements (admissibility and
eligibility) and then evaluated against the award criteria set out in the call conditions.
Additional checks were done for operational and financial capacity, double funding
risk and absence of grounds for exclusion (and ethics review, security scrutiny and
other checks, if provided in the call conditions). The results were recorded in the call
evaluation report (CER).

This Decision concerns successful proposals, which – under Article 13 (4) of Horizon
Europe Specific Programme Decision 2021/7643 – require a Commission award
decision in
mode décisionnel.

Since – under Commission Decision C(2021) 9089 of 8 December 2021 - such award
decisions are not delegated to the executive agencies, the Decision must be taken by
the Director of their parent-DG.
(5)
In accordance with the procedure referred to in Article 13 (4) of Horizon Europe
Specific Programme Decision 2021/764,
the programme committee
was consulted on
the proposal(s) that should be funded. The measures provided for in this Decision are
in accordance with the opinion of this Programme Committee.

As a result, the proposals listed in the Annex should be funded.
HAS DECIDED AS FOLLOWS:
Sole Article
The proposals listed in the Annex are awarded a grant, for the maximum amount set out in
that Annex.
