Your application for access to documents – GESTDEM 2022/4530
Dear Mr Corry,
We refer to your request of 9 August 2022 in which you make a request for access to
documents, registered on the same date under the above-mentioned reference number.
Having examined the documents requested under the provisions of Regulation (EC)
No 1049/2001 regarding public access to documents, I have come to the conclusion that the
relevant documents (lists of stakeholders consulted) may be partially disclosed. Some parts
of the documents have been blanked out as their disclosure is prevented by exceptions to the
right of access laid down in Article 4(1)(b) of this Regulation.
Article 4(1)(b) of Regulation 1049/2001 provides that ‘the institutions shall refuse access
to a document where disclosure would undermine the protection of (...) privacy and the
integrity of the individual, in particular in accordance with Community legislation
regarding the protection of personal data’.
The requested documents contain personal data such as names of persons or other data
from which their identity can be deduced (such as positions of the individuals inside their
organisation).
Please find attached the redacted version of the documents. We do not have minutes of
meetings with all those stakeholders, as those are not expected from the consultants in their
reports. For your information, the NaturAfrica Initiative is composed of regional and
national initiatives. This reply concerns the regional NaturAfrica programme which
consists of six large sub-regional windows. It is for these six windows that I include the
lists of stakeholders consulted during the regional programme preparation process.
Project development and subsequent on-going consultation processes at landscape level
will follow under the lead of the concerned Delegations.
Please note that a document originating from third parties is disclosed to you based on
Regulation (EC) No 1049/2001. However, this disclosure is without prejudice to the rules
on intellectual property, which may limit your right to reproduce or exploit the released
document without the agreement of the originator, who may hold an intellectual property
right on it. The European Commission does not assume any responsibility from their reuse.
