Date and venue: 30 November 2021, 10.45-11.45 (Central European Time) virtual
meeting.
In his opening presentation, the Head of Cabinet underlined the positive evolution of EU-
US relations in 2021, the success of the EU-US Summit and the cooperative approach
and dialogue that now characterises the Transatlantic exchanges following a difficult and
tense period in the previous years. He notably welcomed the suspension of the additional
tariffs linked to the WTO civil aircraft and steel/aluminium trade conflicts which is of
great importance for EU and US agricultural stakeholders. This brought to an
improvement of both personal and formal bilateral relations. The signature on 3
November 2021 of the Administrative Arrangement between USDA and DG AGRI
represents an important achievement. EU and US will focus exchanges on three main
areas: sustainability, climate and agri-food exchanges.
On WTO he renewed the EU commitment to strongly support WTO rules and contribute
to its reform. He also informed about the CAP related process with regard to the
presentation of National Plans by end of year.

Questions from Amcham members focused on:
Overall process related to National plans and the involvement of the EP (Persona
/MSD Europe). HoC explained that there is no further formal
l data
involvement of the EP. MSs are invited to present national plans and COM will
check them also with a view to ensuring consistency and contribution to the Farm
to Fork targets taking into account particular circumstances of each EU MS. They
will be published and available then to stakeholders.
Organic farming: 1) targets of 25% applicable also to MSs but effort proportional
to today’s levels; 2) future negotiations of the fully-fledged organic Agreement
and pending areas (Personal Amway). HoC stressed that the 25% target is an
overall one, there are gr
dataeat differences among MSs (in Poland for example it is
3%). P
informed that the negotiations with the US on the
transformation
er
of the current Equivalence Arrangement into a fully fledged
Agreement will
s
address all aspects.
o
Methane emission reductions plans for agriculture Personal data /Cargill). HoC
n
underlined that there is preoccupation across many sectors on that. The reductions
al
envisaged cover only emissions from energy in the package but there is a focus
d
on the possi
at
bility to merge the land sector with forestry for carbon neutrality.
There is
a a range of mitigation techniques that COM support, notably in pillar 2 of
the CAP.
Carbon sequestration in soil (P
Cargill). HoC referred to the
communication on sustainable carbon
er
cycle presenting concrete ideas and
techniques. There will be a conferen
s ce at the end of January devoted to that. This
will also be part of the EU-US excha
o nges.
n
Plans of French Presidency in relation to import and standards linked to
al
production methods/environment (Personal
MSD Europe). HoC informed that
d
at the March Agricultural Council ther
at
e
data will be a political discussion on that. The
ongoing discussion starts from the
a assumption that the approach must be WTO
compliant.
