Summary: Positive first discussion but short of going into the
details. The Parliament sticks to its original position adopted
in April 2014 which includes provisions on net neutrality
(NN), roaming, spectrum and end-users rights, as does the
Commission.
Council rejects the possibility to negotiate
spectrum provisions. Discussion on NN was limited.
Next trilogue
scheduled for 21 April, and to be preceded by a number of
technical meetings.
The Chair and Rapporteurs suggested for the
technical level to work on aligning the NN provisions of the
Parliament and Council.
As regards spectrum the Parliament sees way
forward in working on a lighter text, for instance limited to
principles (Council firm on rejecting spectrum as an issue for
negotiations).
Next trilogue scheduled for 21 April, and to be
preceded by a number of technical meetings.

Summary: Constructive meeting focused on roaming and
consumer provisions but with limited direct negotiation
Contrary to
Council, Parliament and Commission continue to insist on

presented a number of possible technical compromises which
need to be further examined at the technical level.

Summary: Meeting short of immediate progress on
substance but successful in keeping the negotiating process
on track. Both co-legislators committed to constructively
address the continuing differences of positions. Significant
amount of work delegated to technical level, on both net
neutrality and roaming.
Commission committed to provide a technical
non-paper as regards roaming, to complement the earlier
one on net neutrality. The date for the next trilogue still
uncertain, to be decided only in two weeks' time, after the
Telecoms Council meeting of 12 June.
