I had a meeting with Professor Wilske, President of the Council for Music of Baden-Württemberg, on the 
treatment of culture in TTIP/

I gave an overview of our approach on culture as per Rupert's paper for the Gabriel Advisory Group, incl. 
why we are against a cultural carve-out.  Prof. Wilske seemed to understand our arguments, but he 
insisted that a cultural carve-out would provide much welcome "political" assurances for the sector. He 
signalled that the sector is worried that the Commission would ultimately trade off certain of the current 
safeguards (incl. exclusion of subsidies form services/establishment). I reassured that this would not the 
case because the political level is fully aware of the political sensitivities involved (and on subsidies the 
US follow the same approach as the EU). He made clear that the sector would continue to seek support 
from State Minster Grütters for a cultural carve-out. 
Prof. Wilske also raised concerns about the protection of public broadcasting and special rules for artists 
in the German social security system. I provided assurances on both items. 
Prof Wilske will participate in the event in Stuttgart on Monday where I think Rupert can expect a strong 
plea for a cultural carve-out.
