I attended a meeting of the Committee for European Affairs of the umbrella association of the various 
social services associations in Germany (Rotes Kreuz, AWO, Caritas, Diakonie etc.). This was my second 
intervention with this Committee in the last six months.

I gave a short introduction of the state of play of TTIP and  scope, incl. recent meetings in Berlin (Gabriel 
Advisory Group and meeting with SPD/trade unions). I gave reassurances about our usual approach and 
reported about discussions with US which revealed similar sensitivity about public services on US side, 
even though the tools to protect the sector may be different. I also praised the recent joint paper 
between the association and the German Ministry of Economy. 
Questions remained at a rather general level, incl. likelihood of concluding TTIP in 2015, [Out of scope]
, positive list and ISDS (Gabriel idea of permanent court). Representative of German

municipalities reported that municipalities have now understood and accepted the EU approach on 
public services and will notably not question the wording of the public utilities clause anymore.  
The Committee had prepared a number of questions on the EU text on subsides/competition/SOEs, but 
for lack of time this will have to be dealt with at a later occasion
