18:30-18:40 Introductory remarks and overview by Dimitris Avramopoulos,
European Commissioner for Migration, Home Affairs and
Citizenship
Commissioner Avramopoulos will open with a speech before handing
over to Commissioner Jourova. (Please note, Commissioner Jourova
may have to leave immediately after her intervention).
18:40-18:45 Debrief from the Justice Ministers' discussion on hate speech by
Věra Jourová, European Commissioner for Justice, Consumers
and Gender Equality
18:45-18:55 Challenges on referrals: overview of first 6 months of the EU IRU –
presentation by Mr Rob Wainwright, Director of Europol
After thanking the two Commissioners, we suggest you then introduce
Rob Wainwright who will provide an overview of how terrorists are using
the internet from a Europol perspective, as well as a brief summary of
Europol's first 6 months in operation. (We have asked Europol to focus
in particular on some of the challenges they have faced, in order to help
prompt the subsequent discussion).
18:55-19:10 Discussion on referrals – Ministers and Companies
You will then want to open the floor up for discussion, asking for views
on the challenges that those involved in the referrals process face, as
well as suggestions on how to overcome them. Please note that we
have asked all the companies to come prepared to say something on
this issue.
19:10-19:20 Challenges faced in increasing effective alternative/counter
narratives online – presentation by SSCAT
We suggest you then invite Minister Jambon to say a few words on
behalf of the Syria Strategic Advisory Team. As you are aware the
SSCAT has been in place within the Belgian Interior Ministry since
January, helping advise Member States on how to deliver strategic
communications to enhance Prevent efforts, particularly – but not
limited to – responding to the foreign terrorist fighter phenomenon.

19:20-19:35 Discussion on counter narratives – Ministers and Companies
Building on SSCAT's presentations on their findings, we suggest you
then open the floor to Member States and the companies inviting them
to comment on the challenges posed in this area and their suggestions
on how to help overcome these. If comments are not forthcoming, we
have presented some suggestions in the conclusions, which will come
under the following agenda item and which may prompt a more
substantive debate.
19:35-19:55 Priorities for action in 2016 (terrorism, hate speech, migrant
smuggling, e-evidence, drugs trafficking)
We suggest you ask participants to turn to the list of conclusions before
them. Based on preparatory workshops that were held with industry,
Member States, law enforcement and civil society representatives, we
have put together an ambitious draft set of objectives and actions for
the Forum. These objectives are intended to guide future joint action in
tackling the abuse of the internet by terrorist and criminal networks.
These conclusions focus on two key objectives, which will hopefully
have – to some extent - been covered during the previous
presentations by Europol and SSCAT and the subsequent discussions.
General points
The draft conclusions are the
result of several workshops in which the
different stakeholders explained what is already done, what are their needs
and expectations and where is scope for further work.
A first draft of the
conclusions has been discussed with MSs, the industry
as well as other Commission services and the CTC. The revised version of
these conclusions is a
synthesis of all comments received.
The EU Internet Forum provides a platform for
discussions and exchange of
views. It offers a flexible structure for a new partnership. The EU Internet
Forum was born out of the firm conviction that we need to work together and
enhance voluntary action. It is
not about imposing or laying down
binding rules and obligations.
But there is also a need to think
about concrete deliverables. As the
Commission stated in its Work programme for 2016:
These are no times for
business as usual. There is an urgent
need to step up our efforts and
make tangible progress in the near future.
It is in this spirit that the conclusions build on existing initiatives and actions
while stressing the need to do more.
Specific points
We need to find
common ground on what are our objectives and what are
the prerequisites for making further action successful.
The
actions identified in the conclusions are meant to implement these
objectives and ensure that our actions will be truly effective. We
cannot
impose them, they are meant to
guide companies. But when we take stock
in the course of next year, we need to
see progress.
