Dear Sir,
We refer to your e-mail dated 31/10/2016 in which you make a request for access to
documents in accordance with Regulation (EC) No 1049/2001.1 You sent your request to
the Secretariat General of the European Commission and, after your clarifications, the
request was registered on 11/11/2016 under the above mentioned reference number.
In your e-mail of 31/10/2016, you request access to
all correspondence (including
emails), agendas, minutes of meetings and any other reports of such meetings between
officials/representatives of the European Commission (the Secretariat General and all
other DGs, including all Commissioners, their cabinets and the Commission Presidents
José Manuel Barroso (former) and Jean-Claude Juncker and their cabinets) and the
following individuals:
-Chrystia Freeland (current Canadian Minister of International Trade)
-Ed Fast (Canadian Minister of International Trade from 2011 till 2015)
-Peter Van Loan (Canadian Minister of International Trade from 2010 till 2011)
-Stockwall Day (Canadian Minister of International Trade from 2008 till 2010)
(between May 2009 and October 2016).
In your e-mail of 10/11/2016 your clarified the scope of your request and proposed to
limit it to
documents/communications (as specified) related to the EU-Canada
Comprehensive Economic and Trade Agreement (CETA). You further clarified that you
wished to limit the European Commission services falling within the scope of your
request to the following:
SG, DG TRADE, DG SANCO/SANTE, DG ENV, DG AGRI and
1 Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001
regarding public access to European Parliament, Council and Commission documents (OJ L 145,
31.5.2001, p. 43).

DG ENTR/GROWTH (including all Commissioners, their cabinets and the Commission
Presidents José Manuel Barroso (former) and Jean-Claude Juncker and their cabinets).
We have identified one document that falls within the scope of your request. This
document, registered by the Commission under reference number Ares(2014)409678, is a
letter that was sent by the Canadian government to the previous Commissioner for Trade,
Mr. Karel De Gucht, and to the previous Commissioner for Agriculture and Rural
Development, Mr. Dacian Cioloş, on 19/02/2014.
Please note that this letter (Ares(2014)409678) has already been identified by the
Commission services as falling within the scope of your application for access to
documents registered on 11/11/2016 under reference GestDem No 2016/6348. Notably,
in its reply of 10/07/2017 the Directorate-General for Trade (DG TRADE) has identified
this letter as Document 8 of the correspondence listed in Annex I.2
In its reply of 10/07/2017, DG TRADE has also provided a detailed assessment of the
possibility to grant access to this document in accordance with Regulation (EC) No
1049/2001.
In such circumstances, I would like to refer to the assessment and the explanations
provided in DG TRADE letter of 10/07/2017 relating to the document at issue.
Having our services identified only this letter as falling within the scope of your request,
please note that this completes our reply and closes your request GestDem No
2016/6351.
