Meeting on anti-corruption policies 16 December 
 
 
Cab FVPT chaired a meeting with relevant Cabinets (President, Commissioner Avramopoulos) and 
services (DG HOME, SG) which considered the issue of anti-corruption policies. 
 
While it was acknowledged that anti-corruption stays of high priority, it was agreed that the focus of 
anti-corruption work under the current Commission should be streamlined and include: 
 
•  Horizontal work prioritising GRECO, avoiding the risk of overlap with the work of the Council of 
Europe; 
•  Country-specific conclusions concentrating on the European Semester process, whilst taking its 
economic focus into account; 
•  The possible enlargement of the Justice scoreboard should be explored, while recognising that it 
should concentrate on growth/economic impact. 
 
The efforts of the team in HOME would be reshaped accordingly, continuing the work of experience-
sharing but with no further preparations for a report. 
 
This orientation would be fed into the suite à donner to the EP resolution on the Ferrara report (final 
deadline 25 January) and the response to LIBE foreseen by FVPT before the Committee in October (an 
invitation from the EP intergroup on corruption was also expected). HOME and SG would coordinate to 
take this forward (SG will do a first draft). 
 
Other points to note: 
 
•  Consideration would be given to possible consequences for Commission Decision C(2011) 3673. 
•  The status quo would continue with regard to institutional participation in UNCAC and GRECO.
