thank you for your email. We fully agree that the complexity of the methodological issues has 
been unexpected and has resulted in intense discussions and extra work to analyze these 
issues. We agree to avoid collecting survey data over the summer period and advise to 
commence these activities only after the summer. We therefore agree with your proposal to 
extend the deadlines in line with your suggested timing.

Following our discussions on this matter we believe that, subject to the approval of DG MARKT's 
authorizing officer, we  should envisage at this stage the possibility of an extension of the 
deadline for the finalisation of the study 'Estimating displacement rates of copyrighted content 
in the EU'. 
  
We acknowledge the unexpected, longer period needed to address the very complex 
methodological issues regarding the best way to address the endogeniety problems in collecting 
data in this area.  In addition, we wish to avoid collecting survey data over the summer period. 
Therefore we believe that it would at this stage be best to consider extending the deadlines in 
the study subsequent to the 1st Progress Report, postponing the 2nd Progress Report by 2.5 
months, and all following deadlines by 4 months. 
  
We would very much appreciate your views in this respect before making a formal and 
motivated request for an amendment to the contract to DG MARKT's authorizing officer.
