Dear Commissioner Malmström, 
Allow me first to wish you all the best wishes for 2016!  The European Services Forum (ESF) 
welcomed The Commission’s recent Communication on “Trade for All” and will provide written 
comments very shortly. 
Meanwhile, we understand that you and other Trade Ministers from countries participating in 
the Trade in Services Agreement (TiSA) negotiations will hold a working breakfast in Davos next 
week before the traditional Trade Ministers’ mini-ministerial on the margins of the World 
Economic Forum meeting. 
As you know, the ESF is a strong supporter of TiSA and we would like to encourage you to take 
this opportunity to underline the European Union’s determination that these plurilateral 
negotiations should be concluded by the end of this year.  The EU is one of the most active 
players in the TiSA talks.  It is therefore well positioned to invite all the participating countries to 
make their utmost efforts to bring these discussions to a close in the near future, subject of 
course to achieving ambitious rules and market-opening commitments, while keeping the door 
open to other countries to participate in TiSA if they are ready to match the same level of 
ambition.
