Commission Decision establishing a forum for the exchange of information pursuant to Article 13 of the Directive 2010/75/EU on industrial emissions was adopted on 16 May 2011 (2011/C 146/03). According to Article 4(1) of this Decision, "Members shall be Member States, international organisations representing industries concerned by the activities covered by Annex I of the Directive and non-governmental organisations promoting environmental protection. Those organisations shall have an acceptable degree of European representation."

So that your application can be considered in the light of the above-mentioned criteria of promoting environmental protection and of an having acceptable degree of European representation, you are kindly invited to submit us further information regarding the activities and representation of RAP (e.g. financial situation with proof of being a non-profit organisation, activity report, list of member organisations etc.)

I would like to request that our organisation, the Regulatory Assistance Project (RAP), be registered for participation in the IED Forum.

 

RAP is interested in the BREFs of relevance to the power sector, particularly LCP and Resource Efficiency.

RAP is an NGO but does not represent others. Rather, its' core purpose is to offer technical assistance to regulators with the responsibility for regulating the power sector, particularly as regards transitioning to sustainable clean power. It draws on evidence and best practice from around the world and produces technical policy-related guidance reports. The head office is in Vermont, USA, but local European offices are in Berlin and Brussels.

The IED Article 13 Forum has formally been set up by a Commission Decision, with the competence to provide its opinion on the practical arrangements for the exchange of information and to provide its opinion on the proposed content of BREFs. There is a need to have industry stakeholders representing the various sectors covered by the Directive (energy, minerals, chemicals, metals, waste etc.) and – in order to ensure a more balanced view within the group – there is also a need to have NGOs. The level of activity and involvement of all these stakeholders in meetings of the Forum depends on the particular industrial sector(s) covered by the documents being discussed. The Forum is open for new members to join but it shall not mean compulsory participation in all meetings.

I have noted the call for NGO representatives to participate on the info exchange forum for IED BAT documents:

We could offer expertise on LCPs and Energy Efficiency but are not in a position to offer expertise on all BATs relating to IED. Is your call for NGOs that are only able to assess all BREF updates?
