I hope you're well.  We are starting to circulate the materials to our members for the pilot and I think there is generally very strong interest amongst our members in participating.  One thing that is starting to come up as a concern from legal departments as they have circulated the commitment letter for the technical secretariat is the commitment to do the market test without the scope of the market test defined.  This is largely because they see themselves committing to the costs of doing the test without any clear idea of what those costs will be.   This is becoming a real issue for the SMEs and smaller companies especially because they don't have the budget flexibility to do a large scale test in multiple European countries.  Even for the larger companies, the uncertainty is really problematic to get internal sign-off and there is reluctance to sign off publicly on something when they don't know the scope of what they're signing up for. 

Do you have any recommendation for how to proceed with this concern that I expect is becoming a challenge in several product categories?
