Thank you for your email. I may very well understand the need to make with the place available this time. My
question relates more to the steps to be taken in order to contribute specific expertise when needed to
CARACAL , timing etc. In this case, the specifics of the use may also impact classification and labelling or its
appropriateness.

I have to ask your understanding that due to the large interest in CARACAL, the limited space and the need for a
balanced representation between industry and civil society organisations, it is not possible for the Commission to
accommodate all requests for participation as observers. In order to address downstream user participation, the
Commission has attributed a seat to Business Europe and another one to DUCC. In particular on the point on TiO2, we
have received many requests to participate as ad-hoc experts, also from other organisations. For the same reasons as
indicated above, we agreed to only invite the most directly affected association as an expert.

Dear Sirs,
I take well note of your answer. I would however like to inform you that we are a downstream
user organization. the economic and organizational impact of such classification will actually
affect our membership potentially to a greater extent that the supllying orgaization. We may of
course ask information to suppliers representative organization and will do so but we are not
members of CEFIC and cannot to avoid conflicts of interest. This is not the first time we are
refused to attend CARACAL even for a specific point. I would therefore like to find a more
strutural solution to this situation.
At Echa level, EuPC is an occasional observer and has been able over years to make valuable
contribution to the committees work. Thank you to advise me on the matter.

Being a Commission Expert Group, the selection of observers invited to the meetings of CARACAL aims

Dear Sirs,
EuPC is the Trade association of plastics converters in EU. Within its membership are
also EuMBC (European plastics masterbatchers and compounders) and PRE (European
Plastics Recyclers). The point 19 on the agenda of next CARACAL is of particular
interest for us as TIO2 will mainly be found in mixture form as a raw material before the
converting of articles. The plastics sector is the second largest user of TIO2 and the
functionality of about 75% of plastics products placed on the market is dependent on
TIO2.
We would therefore like to observe this discussion (I would participate on behalf of
EuPC and our supply chain). We will also submit a paper in preparation of the
CARACAL latest tomorrow.
