Nous sommes:
We are a dynamic and committed team whose mission is to ensure the effective implementation of the EU Charter of
Fundamental Rights, including the promotion of the rights of the child. The unit is responsible for:
• ensuring the mainstreaming of fundamental rights in all EU policies and for ensuring that the Charter is respected in
Commission legislative proposals and by Member States when they implement Union law (strategy for the effective
implementation of the Charter);
• implementing the EU agenda for the rights of the child, promoting the rights of the child and for ensuring that the best
interests of children are taken into account in the development of all EU policies;
• the European Union Agency for Fundamental Rights;
• promoting the fight against racism and xenophobia, including hate crime and hate speech, implementing the framework
decision against racism and xenophobia and serving as a contact point on combatting antisemitism, anti-Muslim hatred and
other forms of intolerance;
• promote fundamental rights through legislation (whistleblower protection package)
Nous proposons:
The successful candidate will work in a dynamic and very visible environment. S/he will be responsible for coordinating the
rights of the child policy across the Commission, to mainstream and promote the rights of the child into relevant policies and
legislation and for communication of the EC policy to external stakeholders.

Nous recherchons:
We are looking for a dynamic colleague with a strong policy/legal background who is willing to work in a challenging
environment. S/he must be able to enjoy a high level of responsibility, coordinate effectively across the Commission, be policy
driven, a team player, problem solving oriented and skilled in multi-tasking. S/he must have experience in stakeholders'
relations, speaking in public and policy development. Experience in the fundamental rights legal context, rights of the child and
inter-institutional setting would be an asset. Candidates should have excellent organisational skills with the ability to deliver
high quality results.

Who else, apart from officials with an AD5-AD7 (Administrator) or AD8-AD12 (Principal Administrator) type of post, can apply

AD 14 officials (Senior administrator in transition) and AD13 officials (Principal administrator in transition) can also apply for this
job. If selected, she/he will be transferred in the interest of the service without any modification of her/his type of post.
In the case of inter-institutional mobility, only officials in the function group Administrator with grades from AD5 to AD12 can
apply for this job.
According to Article 29, paragraph 1 b) of the Staff Regulations an official may ask for a transfer to another institution or agency
at any time in his/her career. However, your attention is drawn to the fact that, taking into account the interest of the service, a
transfer of newly recruited officials before the expiry of a three-year deadline after their entry into service is only possible in
exceptional cases and for duly justified reasons. Each individual case will be subject to the agreement of the institution or
agency of origin and the hosting institution or agency.

Fonctions & responsabilités
+ COORDINATION des POLITIQUES - Co-ordination of policy activities
•
Follow up, monitor, assess and / or analyse policy activities within the Commission in the area of rights of the child.
•
Co-ordinate and contribute to the coherence of new policy development activities on the rights of the child and their
implementation with the political objectives and priorities of the Commission.
•
Monitor and promote the quality (substance and presentation) and pertinence of proposals relating to the rights of the
child
•
Provide advice and input on rights of the child, including on the definition of strategic objectives relating to this.
•
Set up and manage the relevant structures, such as inter-service group or expert groups to coordinate the
Commission work
+ JUSTICE et DROITS HUMAINS/CIVILS - Rights of the child expert
•
Provide expertise to all relevant COM services and hierarchy on the rights of the child
•
Inform hierarchy of major policy and legal developments at the EU and international level on rights of the child
•
Mainstream the EU Charter of Fundamental Rights (article 24) in all relevant EU policy and legislative drafts
•
Organise the EC Forum on the rights of the child

Contribute to the definition of political objectives and priorities and to internal planning and programming.

Follow policy developments in the assigned policy area.

Draft briefing notes and speeches on the Commission's position and on the expected impact of undertaken policies.
+ GESTION (OPÉRATIONNELLE) et PLANIFICATION - Managing and planning of the team
•
Contribute to the definition of the unit’s overall strategic objectives, work program and specific objectives in the
Team's area and ensure that the team's resources are efficiently allocated to achieving those objectives.

Maintain interactive communication with his / her team, so that staff are informed on all relevant policy and strategic
aspects affecting the unit work and get appropriate feedback on their actions.

Provide effective leadership for the rights of the child team ensuring that team members are motivated and constantly
developing their skills and experience.

Ensure effective delegation and optimal allocation of tasks within the child team

•
Ensure implementation and delivery of Commission policies in the field of the rights of the child.
•
Monitor the level of attainment of predetermined goals and report the results.
•
Take corrective action to deal with unexpected events.

Review policy goals in the light of changing circumstances.

Deal with complaints from individuals in the field of children's rights to monitor the respect of these rights
+ GESTION GLOBALE de PROGRAMMES - Contribution to management of the financial programmes in the area of
fundamental rights
•
Manage projects, such as studies, by administering financial contracts in the assigned policy area
•
Contribute to the establishment of annual work programmes under the financial programmes relating to fundamental
rights and rights of the child by proposing priorities, both for grants and for Commission actions
•
Contribute to the preparation of calls for proposals under the financial programmes relating to the fundamental rights
•
Assist in the selection of new projects in the evaluation committees
•
Evaluate final reports on the projects that have been carried out under financial programmes
•
Plan and use financial budgets under the Pilot projects granted by the EP

Deal with draft answers to oral and written questions and petitions of MEPs as well as to the European
Ombudsman's investigations

Represent the Commission at the European Parliament's Committees meetings and at the Council working groups
meetings, as well as at ad-hoc meetings with the Member States.

Organise and maintain relations, co-ordination and contacts with the other EU institutions

Cette unité est chargée d'assurer la mise en œuvre effective de la Charte des droits fondamentaux de l’Union
européenne, y inclus la promotion des droits de l'enfant.
L'unité est responsable pour:
• assurer la prise en compte des droits fondamentaux dans toutes les politiques de l'Union et pour faire respecter la
Charte dans les propositions législatives de la Commission et par les Etats membres lorsqu'ils appliquent le droit de
l'Union (stratégie pour la mise en œuvre effective de la Charte),
• mettre en œuvre le programme de l'Union européenne en matière de droits de l'enfant, promouvoir les droits de l'enfant,
et assurer que l'intérêt supérieur de l'enfant est pris en compte dans le développement de toute les politiques de l'Union,
• assurer les contacts avec l'Agence des droits fondamentaux de l'Union européenne,
• promouvoir la lutte contre le racisme et la xénophobie, mettre en œuvre la décision cadre contre le racisme et
xénophobie et être le point de contact sur la protection des personnes appartenant à des minorités,
