In order to properly address your request, could you please clarify what you mean by “Access to the database on maritime accidents that was developed by each country member of the European Union during the years 2016, 2017 and 2018 that were sent to the European Maritime Safety Agency”?
If you are asking for an access to the EMCIP database as defined in Directive 2009/18/EC, in its article 17, please be informed that access to the EMCIP database is restricted to authorities of the Member States.
If you are referring to the publication of casualty data and investigation reports on EMCIP Portal (which is a public webpage without access), we would like to inform you that due to the replacement of the EMCIP database by a new application at the end of 2018, it was no longer possible to continue publishing such data on the EMCIP Portal. A new public page aiming at providing the same information is under development and expected to be available in the coming months. Once available, it will be advertised on EMSA website.
However, accident investigation bodies of the EU Member States have agreed a data sharing scheme that allows to provide data on marine casualties. This data sharing is however independent from the access to the database or the EMCIP Portal. Would be interested, you will find attached a form to be filled in and send back to us.
Therefore we would appreciate some clarification about your request.
