ANNEX I
TACs APPLICABLE TO UNION FISHING VESSELS
IN AREAS WHERE TACs EXIST BY SPECIES AND BY AREA
The tables in Annexes IA, IB, IC, ID, IE, IF, IG, IJ, IK and IL set out the TACs and quotas (in
tonnes live weight, except where otherwise specified) by stock, and, where appropriate, the
conditions functionally linked thereto.
All fishing opportunities set out in this Annex shall be subject to the rules set out in Regulation
(EC) No 1224/20091, and in particular Articles 33 and 34 of that Regulation.
The references to fishing zones are references to ICES zones, unless otherwise specified. Within
each area, fish stocks are referred to following the alphabetical order of the Latin names of the
species. Only Latin names identify species for regulatory purposes; vernacular names are provided
for ease of reference.

IE and FR: oppose the proposed unallocated TAC.
IE: it goes against relative stability and is likely to
lead to a 'race to fish', and early closure of targeted
fisheries where cod is a bycatch
DE: better to calculate bycatch quota using MSY
principle. This would give a quota of 498t
FR: calls for the current arrangements to be
continued, with the authorised per-tide bycatch
raised from 1.5% to 5%. The threshold could also be
framed by a per-tide weight criterion
IE: can support proposed TAC level, provided that
the same approach is applied in other fisheries (e.g.
Cod in 7b-k)
UK: will work with other MS and COM on how the
Union TAC would be accessed, ensuring that it only
covers unavoidable by-catches, that no targeted
fishing occurs, that sufficient quota is available
throughout the year to mitigate choke risk, and that
there is no 'race to fish'. UK will need a di-minimis

a 14% reduction in real catch possibilities. For most
fleets, haddock is caught together with other species.
It has also extended to fisheries where there had
been little haddock. Successive decreases in the TAC
have led to increased discard levels
IE: the reduction is unjustified and will cause
problems for mixed fisheries in the area. Proposes
that TAC be set at Fmsy Upper to help reduce choke
risk
UK: the proposed TAC is in line with MSY
approach. Preferred approach is to ensure that the
choke risk is balanced against achieving MSY by
2020. One way would be a stepped approach, which
could entail setting a TAC of 7600 t for 2019
