-          Purpose of the discussion
Topics covered:
-SUP and fishing gear proposal of Directive – with focus on article 6 on tethered caps
-            B1 representatives
?  EC presented the state of play of negotiations
?  Industry raised the issue  of costs to the sector and specially for SMEs..
?  I explained the difficulties related with their proposal of amendment to article 15 and 17 of waiting until 2025 to see if
a target of collection of 90% of the caps of the 90% collection target for beverage bottles. The difficulty to monitor
the caps that are collected in EPR systems the time needed to report and analyse if the target will be reached or not.
?  They considered that the Cristaline attached cup is not a standard since it lacks strength in the connection to the cap
and it is not safe. The tethered caps used for sports drinks are screwed but not fully attached (is this a problem since
we say in article 6 "only if the caps and lids remain attached to the container during the products intended use
stage"? ).
?  The industry spoke on the impacts on SMEs especially those that have the same lines for carbonated and still water
lines. The present differentiation of dates proposed by EP and Council is actually bad for this small producers with
only one line that will have to adapt the line in 2020 for still water and will not be able to put normal caps in the
carbonated drinks.
?  Confirmed that many lines, especially from small producers take more than 10 years to change.
?  I stressed the contribution of caps for marine litter, the importance of innovation and setting standards that the world
will fallow. Informed that CEN already included in its work  program for 2019 the development of a harmonised
standard for beverage containers with tethered caps and lids in support to the implementation of Art. 6 of the draft
directive.

-          Conclusions/follow up.
It seems that industry was convinced that their proposal of amendment is unworkable and it is hoping that
additional time would be agreed by the institutions. It was also mentioned the possibility of some MS raising this
