Summary 
 
GIFAS has proposed a strategic value chain on "aeronautics" , via the FR Ministry, for the IPCEI Forum.  
GIFAS asked about the expected scope of strategic value chains (sectorial vs. cross-sectorial) and the 
ultimate objective (IPCEI vs. other policy measures). GIFAS also asked about the decision-making process 
for strategic value chains. 
 
AP clarified the process, in particular that nothing is currently set in stone and that the decisions will 
happen later this year.  
AP explained that an IPCEI is not the only possible outcome for a strategic value chain. It can be other 
types of investments (e.g. EIB loans, Joint undertaking like the EuroHPC).  
AP mentioned electronic chips and batteries as examples of strategic value chains. Electronic chips is a 
good example where efforts are needed to exploit new technology at industrial scale (e.g. new 
technology developed under Horizon 2020 – ECSEL joint undertaking) and to connect with downstream 
parts of the value chain. 
AP explained that the IPCEI Forum is one of the current initiatives to prepare the industrial policy of the 
future (others include e.g. industry 2030 roundtable, AI forum, batteries Alliance). 
 
GIFAS stressed the importance of Horizon Europe for the aeronautics industry, in particular the 
successor of the CleanSky Joint Undertaking.  
 
Follow-up: the IPCEI Forum's Secretariat has been in contact with GIFAS to get more background on 
their proposal of  strategic value chain. GIFAS will refine their proposal and go back to the Secretariat by 
early September.
