held on 21 December 2006. This report does not contain data from Denmark nor Ireland.
The report will be considered as approved by CIREFI by written procedure if delegations do 
not inform the Secretariat, by e-mail, of any corrections that need to be inserted in the draft 
within two weeks from the date of distribution of the report.
It will be directly submitted for information to the Strategic Committee on Immigration,

1.6. Comments:
The external borders referred to above are Germany's Schengen external borders.
Adaptation of the data systems to allow for the separate States of "Serbia" and 
"Montenegro" will take place when the system is changed as from 2007.
The high figures for persons refused entry at Germany's external borders in the summer 
months became relatively more normal and decreased by more than 14% in October. 
The exceptionally high proportion of Moroccan nationals was, however, striking, as the 
latter for the first time took fifth place among those refused entry.
Instances of unauthorised entry detected at the external borders were on the increase 
again. The highest rates of increase could be noted with Iraqis at the land as well as air 
borders and with Ukrainians at the land borders. Chinese nationals once again ranked 
top ahead of the Iraqis at German airport posts.
In the case of asylum applications within Germany, the Iraqi and Colombian 
nationalities showed the highest rates of increase. The large number of Colombians was 
particularly striking.

1.6. Comments
The external borders referred to above are Germany's Schengen external borders.
Adaptation of the data systems to allow for the separate States of "Serbia" and 
"Montenegro" will take place when the system is changed as from 2007. Separate 
figures were made available as apart of the information on asylum numbers from the 
Federal Office for Migration and Refugees (see 1.4.).
The high figures for persons refused entry at Germany's external borders of the summer 
months continued to fall in November and once again decreased by almost 17% 
in relation to October. The numerous detections of Romanians at the land 
external borders (particularly at the German-Czech border) and of Russian nationals 
attempting to enter by air were striking in this connection.
Instances of unauthorised entry detected at the external borders decreased towards 
November. Increases were nevertheless noted in the case of nationals from Serbia and 
Montenegro at the land borders and of Brazilians at the air borders, at which Chinese 
nationals also were again well represented.
In the case of asylum applications within Germany, Iraqi nationals again showed the 
highest rates of increase in November and also took first place in German asylum 
statistics. As in October, the number of asylum applications from Colombians was also 
unusually high. The reason for these high rates of increase could be the planned 
introduction of a transit visa requirement for Colombians in Germany.

Comments:
As regards illegal immigration by sea, in November 2006 a total of 157 vessels, with 
2 217 people on board, reached the shores of southern Spain and the Canary Islands.  
That shows increases of 84,70 % in the number of vessels and of 7,51 % in the number 
of people, in comparison with the figures for October 2006.
In comparison with November 2005 (1 243 people), this year shows an increase of 
78,35 %.

The main countries of nationality were Senegal, Gambia, Mali and Côte d'Ivoire.
The Canary Islands have become the main point of arrival for such vessels.

Repatriation flights:
In October and November 2006 fifty-six charter flights were organised, and a total of 
3 791 persons were repatriated by means of those flights to various destinations in 
subsaharan Africa, South America (Ecuador and Colombia), Asia (Pakistan) and 
Romania in Europe.
Joint repatriation flights organised by Spain:
In October 2006 Spain organised a collective flight with Italy to Ecuador and 
Colombia by means of which fifty-one nationals were repatriated.
In addition, in November 2006 Spain took part in a collective flight organised by 
Germany to Cameroon and Togo, in which France, Luxembourg and Switzerland also 
took part.  A total of thirty persons were repatriated.

Comments
Summarizing results of November 2006 in comparison with the previous month the 
number of refusals of entry has decreased by 29,52% and increased by 13,85 %
compared to November 2005. The highest number of refusals relates to citizens of 
Russia, Belarus,  Kyrgyzstan and Kazakhstan. Most refusals were carried out at the 
land borders of Russia and Belarus. 
In November on the border crossing points at the Latvia – Belarus borders were 
voided visas for 5 persons – 3 Ukraine and 2 Belarus who could not ground the 
purpose for entry into Latvia. 
Concerning apprehended aliens inside the country there has been an increase by 
15,38 % in comparison with the previous month (October – 15 persons: 
November –13 persons) and a decrease by 37,50 % compared to November 2005. 
Expulsions have increased by 62,50% in comparison with the previous month 
(October – 8 persons:  – November 13 persons) and have decreased by 27,78 % 
compared to November 2005.
In November on the border crossing points a number of detected persons with false 
documents have decreased by 20% (October – 10 persons: November – 8 persons).

General trend of refusals:
The figures of refusals increased in November 2006 as compared to the figures of 
October 2006. The Romanian (74% of refusals were carried out there), the Ukrainian 
(11%) and the Austrian (7%) border sections were the most active ones with respect 
to refusals in the analysed period. The main refused nationalities were Romanian, 
Ukrainian, Serbian-Montenegrin and Bulgarian nationals, similarly to the previous 
months.

Illegal aliens apprehended:
There were 1399 illegal aliens apprehended, which figure shows a 10% decrease in 
November 2006 compared to the previous month. Most of the illegal migrants were 
detected at the Romanian (42% of total apprehensions) and at the Austrian (22% of 
total) border sections. NOT DECLASSIFIED

There was a significant 21% increase in the number of detected illegal border 
crossings in November 2006 compared to October 2006. The Austrian border section 
was the most active one concerning detection of IBC-s (67% of apprehensions were 
carried out there). The leading nationalities were the Ukrainian, Serbian and 
Montenegrin, the Romanian and the Moldavian ones. 
General trend of asylum applications:
There were only 37 asylum applications registered at the BCP-s and 174 asylum 
applications inside the national territory in November 2006. 
The number of registered asylum applications stagnated within the national territory 
during the analysed period. The number of Georgian and Vietnamese asylum 
applicants increased remarkably in the analysed period, and that of the Chinese fell.

Comments
In November 2006, refusals of entry decreased by 45 % in comparison with the same 
period in 2005. The leading nationality was Ukrainian which is understandable as this is the 
only adjacent third country. We assess the situation as favourable in comparison with the 
same period of year 2005. Decrease is evident, there is 157% difference.
In the area of illegal migration to the Slovak Republic, is constant situation as in comparison
with October 2006, but in comparison with November 2005 decreased by 40%. The leading

Comments
Chinese nationals continue to dominate the table in relation to the number of asylum 
applications submitted at the UK frontier in spite of a decrease of one-third from last 
month’s figures.  Afghan nationals have replaced Eritrean nationals during November in 
relation to asylum claims within the UK borders with a rise of some 31% in applications 
from last month whilst Eritrean applications within the UK borders dropped by some 33% 
from last month. The number of Brazilian nationals refused entry at the frontier dropped by 
24% from last month’s figures, despite this they continue to be placed first in the table.  
Nigerians continue to account for the highest number of forged documents submitted on 
arrival.

Comments
In the reporting period (1 - 30 November 2006) the number of refused aliens went down by 
30% compared to the same period in 2005. 
Top five of refused aliens remained stable in terms of nationality.
The main reasons for refusal were as follows: without visas, without passport or without 
the necessary financial resources. 
In the field of asylum the reporting period saw an increase in the number of submitted 
asylum applications. There is a stable tendency of having the largest number of asylum 
applicants from Afghanistan, part of them being minors and unaccompanied. Untypical 
asylum seekers appeared from Serbia, Sudan and Russia but their number was insignificant. 
Many of the asylum applicants establish contacts with smugglers, who attempt to organise 
their facilitation to Western Europe.

Comments 
During the period under consideration there was a big increase as regards the number of 
illegal aliens apprehended (44%) and the number of returnees (128%) in relation to the 
previous month. 
This general trend is also noticeable in comparison to the same period in 2005 (6% 
respectively 22%). Still nationals of Moldova and Turkey are most involved in 
illegal migration, 60% out of the total number of the illegals apprehended and 79% of the 
expulsions.
There was also an increase in the number of applications for asylum within the national 
territory. Most of the requests were from Somali (18) and Iraqi nationals (9).
As regards refusals of entry, the highest figures came this period from Moldavian and 
Ukrainian nationals (75% respectively 16%).
