delegations at the CIREFI/ Mixed Committee (EU-Iceland/Norway and Switzerland) meeting held 
on 22 July 2005.
The report will be considered as approved by CIREFI by written procedure if delegations do not 
inform the Secretariat, by e-mail, of any corrections that need to be inserted in the draft within two 
weeks from the date of distribution of the report.
It will be directly submitted for information to the Strategic Committee on Immigration, Frontiers 
and Asylum.

Comments
In May, 38 boats in all, with 768 people on board, arrived on the coasts of southern Spain 
and the Canary Islands.  This figure is stable compared with April.
In terms of nationality, Morocco remains the main country, followed by Gambia and Mali.
In May, the main place of arrival was the Strait of Gibraltar area.
Comparison with figures for previous months shows that in May there has been an increase 
in the number of minors arriving in pateras (small open boats); while four minors arrived in 
March and 35 in April, the figure rose to 102 in May.
With respect to asylum requests at borders, the main country of nationality continues to be 
Colombia, as in previous months.

Comments
General trend of refusals:
There was an increasing tendency regarding refusals in June 2005 compared to May 2005 
and a downward trend compared to June 2004. More than 80% of refusals were carried out 
at the EU external borders. The Romanian and Ukrainian border sections were the most 
active ones with respect to refusals in June 2005.  Main citizenship categories were: 
Romanian (RO), the Ukrainian (UA), the Serbian (CS), the Bosnian (BA) and the 
Moldavian.
General trend of illegal border crossings (IBC):
The number of detected IBC-s increased by 13% in June compared to May 2005.  64% of 
IBC-s was detected at the EU internal borders and 36% was detected at the EU external 
borders. Main citizenship categories were: Romanian (RO), the Moldavian (MD), the 
Serbian (CS), the Ukrainian (UA) and Bangladeshi (BD).

Summarising results for May 2005 in comparison with the previous month, the number of 
refusals of entry has increased by 72,33% and decreased by 20,5% compared to May 2004.  
The highest number of refusals relates to Russian, Ukrainian and Belarusian citizens.  
Concerning aliens apprehended inside the country there has been a small decrease (12,5%)
in comparison with the previous month (April – 24 persons: May – 21) and a decrease in
false documents detected.
At the state border 7 persons were apprehended for use of false documents; among them,
3 persons from Ukraine were using a new type of passport of the Republic of Lithuania.

cases they did not satisfy the requirements for entry or were not properly documented.

This was a case of a Nigerian who applied for refugee status after a long period of time

The highest number of applications from boat people was seven cases from nationals of 
Côte d'Ivoire, followed by six Eritreans, two Palestinians and one application each from

With regard to the other 14 who applied from within the national territory, six were Iraqis, 
two were Nigerian and there was one application each from nationals of Congo, Ethiopia, 
Serbia, Syria, Libya and Turkey.

Decrease on April 2005 in all areas: individuals apprehended (14,19%), cases (12,31%) individuals 
brought in by facilitators (8,68%) and illegal entry/residence (18,74%).
Increase in numbers brought in from Serbia and Montenegro, Russian Federation, Turkey and 
Bangladesh.
Decrease in numbers brought in from Moldova, Ukraine, Georgia, India, Nigeria and China.
Increase (from 53 to 64%) in people brought in whose country of departure is unknown or cannot 
be firmly ascertained.  Such people mostly apply for asylum directly at the eastern initial reception 
centre (EAST–Ost) in Traiskirchen or, albeit to a lesser extent, at the western one (EAST–West) in 
Thalham.  NOT DECLASSIFIED
Further increase in asylum applications in writing via lawyers or associations.  Asylum seekers pay 
up to EUR 400 for these "services".  This option is used mainly by people from Turkey and Serbia 
and Montenegro.  They are treated as direct applicants because it is not known when or where they 
crossed the border, although in most cases there is a suspicion that they have already been resident 
in Austria illegally for a long time and are misusing the written application process in order to 
legalise their position.

No important change observed in immigration situation.
As in previous months, refusals of entry were concentrated on external borders.
As in previous months, majority of illegal migrants were apprehended at borders with
Germany /after legal entry to Poland/, Ukraine and the Czech Republic.
In June, at the border with Germany (bcp Świecko, bcp Kołbaskowo), Border Guard 
discovered 3 groups of illegal migrants hidden in lorries.  Migrants (28 Moldovans, 
26 Ukrainians) were transported by Polish (2) and Lithuanian (2) drivers.  Cases are under 
investigation.
On 15.06.  1 group of Vietnamese (13) and Chinese (7) migrants was apprehended at the 
border with Belarus.  Group was facilitated by 6 Polish citizens.  Case is under investigation.  
Situation at this section of the border is carefully monitored.

The number of foreigners to whom entry into the Republic of Slovenia was refused 
increased slightly.  Bulgarian citizens remain among the top five nationalities, but they do 
not represent a majority.  
Illegal migration declined in May and June.  The breakdown of illegal aliens remains much 
the same.  The majority of illegal aliens are citizens of Serbia and Montenegro, originating 
from Kosovo and Albanians by nationality.  Some illegal migrants also come from FYROM, 
and majority of them are also of Albanian nationality.  But in April citizens of Turkey 
represented the majority of illegal aliens, which is very unusual.

In May 2005, 1014 persons were refused entry.  The nationalities were as follows: UKR 
601, ROM 91, MDA 46, TUR 42, BGR 38 (in May 2004, 2026 persons were refused entry;
the nationalities were as follows: UKR 607, SCG 123, TUR 117, ROM 59, RUS 38).  
In April 2005, 502 persons were refused entry, i.e.–56% in comparison to May 2005.  The 
nationalities were as follows: UKR 325, ROM 44, TUR 19, BGR 17, MKD 17.
In May 2004, 2026 persons were refused entry, i.e.  +50% in comparison to May 2005.

Comments
In May 2005, refusals of entry went down in comparison with the same period in 2004.  
The leading nationality was Ukraine – this is understandable as it is the only adjacent third 
country; on the other hand, there are also high numbers of Romanians refused.  
Decrease in expulsion was directly connected with decrease in illegal migration through 
territory of Slovakia in 2005.  It is also result of strict measures, changes in migration policy
and success in combating facilitated migration, leading to apprehension of organisers.  The 
nationality of illegal migrants and asylum applicants is similar, but the numbers have 
considerably decreased.

Comments
There are no significant alterations to current trends of interest.  The UK continues to see 
large numbers of Chinese asylum applicants at the borders, whereas internally the majority 
of those seeking asylum are from Iran, Iraq and Somalia.  We refuse significant numbers of 
Brazilian nationals and see considerable numbers that have gained entry but are working 
illegally.

Comments
An increase of 53% in the number of foreign nationals entering the country was registered in June, 
compared to May 2005, due to the beginning of the tourist season.  
In June 2005 there was a 25,6% decrease in the number of persons refused entry compared to the 
same period last year.  The change is due to a 30% reduction in refusals at the land border.  The 
decrease in the number of Turkish citizens refused entry was 77%.  The number of refusals at the 
air and sea borders remains unchanged.  
The following comments could be made as regards nationality: 
The presence in the June top 5 chart (see Tables under 1.1 and 1.1.2) of 20 citizens of Mexico who 
were refused entry and 8 citizens of Peru refused at the air border could also be mentioned, bearing 
in mind that the reporting period is too short to draw a conclusion on the trends in this respect.
The number of aliens refused at Bulgaria's border with Turkey remains consistantly the highest one.  
As a general trend there is a decrease in the number of asylum seekers in the Republic of Bulgaria.

1.6. Comments
Generally, people from Moldova and Turkey are the ones most involved in illegal migration.
There were 3741 aliens refused during this period and more than half of them were 
Moldovans.
An increase in the figures for illegal aliens apprehended (+27,06%) in relation to the previous 
month was registered, but compared to the same period in 2004 a small decrease 
(– 3,52%) was noticed.
As regards requests for asylum within the national territory, the highest figures are for Iraqi 
nationals (24 cases), but the top countries of origin change from one month to another.
Most of the expelled aliens came from Moldova and Turkey, with an increase of 30,61%
compared to May 2005.  There was also an increase of 20,75% compared to the same period 
in 2004.
