and Innovation (2014-2020)  
THE EUROPEAN COMMISSION, 
Having regard to the Treaty on the Functioning of the European Union, 
Having regard to Regulation (EU) No 1291/2013 of the European Parliament and of the 
Council establishing Horizon 2020 - The Framework Programme for Research and Innovation 
(2014-2020) (hereafter referred to as the “Framework Programme Regulation”)1, 
Having regard to Council Decision 2013/743/EU establishing the specific programme 
implementing Horizon 2020 – the Framework Programme for Research and Innovation 
(2014-2020)2 (hereafter referred to as the "Specific Programme Decision"), and in particular 
Article 5(7) thereof, 
Having regard to Regulation (EU) No 1290/2013 of the European Parliament and of the 
Council laying down the rules for participation and dissemination in Horizon 2020 - The 
Framework Programme for Research and Innovation (2014-2020) (hereafter the ‘Rules for 
Participation’)3, and in particular Article 15 thereof, 
Having regard to Regulation (EU, Euratom) No 966/2012 of the European Parliament and of 
the Council of 25 October 2012 on the financial rules applicable to the general budget of the 
Union and repealing Council Regulation (EC, Euratom) No 1605/2002 (hereafter the 
‘Financial Regulation’)4, and in particular Article 133 thereof, 
Having regard to the Commission Delegated Regulation (EU, Euratom) No 1268/2012 of 
29 October 2012 on the rules of application of Regulation (EU, Euratom) No 966/2012 of the 
European Parliament and of the Council on the financial rules applicable to the general budget 
of the Union (hereafter the ‘Rules of Application’) 5, and in particular Article 204 thereof, 
 
Whereas: 
(1) 
In accordance with the Work Programme 2016-2017 the Commission published the 
calls for proposals H2020-SC1-2017-Single-Stage-RTD  and  H2020-SC1-2017-Two-
Stage-RTD - with the deadline for submission by 11 April 2017. 
(2) 
The Commission received 223 proposals. Out of these proposals two were considered 
abusive (and therefore disregarded), and five failed to satisfy the 
admissibility/eligibility criteria set out in the work programme/call.

(3) 
The proposals were evaluated and ranked by independent external experts, in 
accordance with Article 15 of the Rules for Participation, Article 133(1) of the 
Financial Regulation and Article 204(1) of the Rules of Application.  
(4) 
Following this evaluation (and having regard to the available budget - within the limit 
of the maximum variation of up to 20% of the indicative budget set out in the work 
programme -), the Commission drew up call ranked lists, including the proposals to be 
invited to grant preparation.  
(5) 
During grant preparation, further checks were undertaken on double funding, ethics, 
security, operational and financial capacity and non-exclusion. 
(6) 
This Decision concerns successful proposal(s) which – under Article 5(7) of the 
Horizon 2020 Specific Programme Decision – require(s) a Commission award 
decision in mode décisionnel. 
(7) 
Such decisions have been delegated by Commission Decision C(2014)7046 of 1 
October 2014 to the Director-General(s) that are competent for implementing the 
relevant part of the Horizon 2020 Framework Programme.  
(8) 
In accordance with the procedure referred to in Article 5(7) of the H2020 Specific 
Programme Decision, the programme committee was consulted on the proposal(s) that 
should be funded. The measures provided for in this Decision are in accordance with 
the opinion of this programme committee. 
(9) 
As a result, the proposal(s) listed in the Annex should be funded. 
 
HAS DECIDED AS FOLLOWS:  
Sole Article 
The proposals listed in the Annex are awarded a grant, for the maximum amount set out in 
that Annex.
