We refer to your e-mail dated 19/02/2020 in which you make a request for access to
documents, registered on 19/02/2020 under the above mentioned reference number.
You request access to:
- all communications (which includes emails, letters or faxes etc.);
- all records of meetings (meeting agenda, participants, briefing papers and
minutes);
between the Commission (former and current Commissioners, their cabinet as well as
representatives with officials of the Commission) and consultancies, trade associations
and lobby groups working on gas (Eurogas, BusinessEurope, HydrogenEurope, IOGP,
CEPS, TSOs (Enagas, Fluxys, GRTgaz, Swedegas, REN - Redes Energéticas Nacionais,
Terega, TenneT etc.) concerning the topic of the Union list of Projects of Common
Interest (PCI list) between 1 August 2019 and 19 February 2020.
We consider your request to cover documents ranging from 1 August 2019 held up to the
date of your application, i.e. 19/02/2020.
Please note that your application concerns also document that originated from a third party.

1049/2001 regarding public access to documents, I have come to the conclusion that the
mentioned document can be disclosed only after consulting the third-party that originated
the documents. You will be informed as soon as the third-party replies to our consultation,
no later than within 7 working days.
Please note that as regards third-party documents, Article 4, paragraph 4 of Regulation
1049/2001 provides that
the institution shall consult the third party with a view to
assessing whether an exception in paragraph 1 or 2 is applicable, unless it is clear that
the document: shall or shall not be disclosed.
Please find attached Ares(2020)500517 on Consultation on the candidate Projects of
Common Interest in gas infrastructure and Ares(2019)6081618 on the Commission’s
reply to a letter from InfraStrataPlc.
