Meeting with 
 ArcelorMittal, the largest steel producer in Europe. Discussions focused on
the COVID-19 impact on the steel sector (now at 50% of its capacity), crisis measures for the
sector, such as Trade safeguard measures for steel, which are judged insufficient by the steel
industry. The EU however has done its utmost to help while staying the WTO rules compatible. In
the context of the European Green Deal, the parties also discussed the need for establishing a
level playing field and instruments such as Carbon Border Adjustment Mechanism. The EVP
informed that the State Aid Guidelines for energy and environment are currently under fitness
check. ArcellorMittal is heavily investing in decarbonisation technologies, including hydrogen,
green electricity use, more green power to produce steel, technology for CO2 to be converted
into ethanol, also on carbon capture storage and how to feed CO2 back to production processes.
The EVP informed of the clean hydrogen alliance and also of the Commission’s intention to set
up an alliance for energy intensive industries. The company can take part in those alliances.
