Annex to the Commission Decision amending Decision C(2020)2794 as regards the
financing of additional actions under the Emergency Support Instrument and the
increase of the budget of the Vaccine Instrument
The Annex to Decision C(2020)2794 is amended as follows:
(1)
In point 1, the first sentence is replaced by the following:
“
The global budgetary envelope reserved for grants under this action is EUR 219 million
from budget line 18 07 01”.
(2)
in point 1, the following points 1.4, 1.5 and 1.6 are added:
1.4: Collection of COVID-19 convalescent plasma
Type of applicants targeted
Member State public blood services and NGOs authorised to collect COVID-19 convalescent
plasma.
Description of the activities to be funded by the grant(s) awarded
Actions aiming to increase availability of plasma from convalescent patients as direct treatment
and to produce immunoglobulin, including availability of collection equipment
(plasmapheresis machines and associated equipment, including collection kits), storage, testing
and characterisation of plasma and organisational and training programmes.

1.5: Clinical testing of repurposed medicines to treat SARS-COV-2 patients
Type of applicants targeted
A number of projects have been selected for funding through different EU research calls since
January 2020, in a competitive process, to repurpose existing molecules. The organisations
and project partners involved in the organisation of the clinical trials for these repurposed
molecules are the target of this action.
Description of the activities to be funded by the grant(s) awarded

Generation of clinical evidence to support an application for a market authorisation of
repurposed medicine.

1.6: Support for the connection of Member States to the federation gateway server
for interoperability of tracing apps
Type of applicants targeted
Member States, national authorities and other authorized bodies responsible for:
(1) Backend servers and federation gateway
(2) National contact tracing app
Description of the activities to be funded by the grant(s) awarded
Facilitate, when needed, the adaptation of national solutions for cross-border interoperability
and support the back office operations necessary to follow up on the alerting mechanism by
the national health authorities.

(3) in point 2, the first sentence is replaced by the following:
“
The global budgetary envelope reserved for procurement contracts is EUR 2311
million from budget line 18 07 01.”
(4) in point 2.4, the general description of the contracts envisaged is amended as follows:
“
Procurement of health-related equipment required to address the COVID-19 crisis or
related health care needs such as personal protective equipment (masks, gloves,
glasses, gowns), ventilators and medicines for prevention and treatment of COVID-19.

This action includes costs to procure technical expertise, advice and services
regarding quality assurance of health-related products as well as services for
facilitating the use of such products.”
(5) in point 2, the following points 2.6 and 2.7 are added:
2.6 Disinfection robots for hospitals
General description of the contracts envisaged
Procurement of disinfection robots to be donated to hospitals in order to allow them to meet
disinfection requirements in a more efficient way, and thus limit the spread of the virus and
protect medical staff and patients, while relieving cleaning staff from the risky activity of
disinfection.
Around 200 robots could be deployed throughout Europe.
The selection of the beneficiaries of these donations will be based on criteria prioritising the
hospitals most in needs.

2.7 Federation gateway server for interoperability of tracing apps
General description of the contracts envisaged
Ensure the development, deployment and operation of a technical solution at EU level to
facilitate the exchange of data between countries, enabling national apps to notify users that
have been exposed to a user using a different national app and who tested positive for
COVID-19.
Implementation
DG SANTE with cross sub-delegation to DG DIGIT
(6) in point 3, the first sentence is replaced by the following:
“
The global budgetary envelope reserved for actions implemented in indirect management is
EUR 66 million from budget line 18 07 01.”
(7) in point 3, the following point 3.3 is added:
3.3. Increasing testing capacity

International Federation of the Red Cross (IFRC), as international organisation, providing

support to national authorities in the framework of Covid-19. Red Cross has a network of
national societies that cover EU MS. It is already complementing national authorities
activities in countries, when needed. It has the capacity of providing testing, mobile
equipments that can be rapidly deployed to outbreak places, and perform testing in situ.
Contribution Agreement will be concluded with IFRC.
Description of the activities to be funded
Training of supplementary staff to create an additional health workforce able to take samples
and perform testing, Deployment of additional testing facilities and capacities, especially
mobile ones to respond to outbreaks and allow sufficient capacity to prepare for a second
wave. Costs will be eligible as from the date of adoption of the financing decision.
