Dear Mr Fanta,
We refer to your request dated 05/10/2020 in which you make a request for access to documents,
registered on 05/10/2020 under the above mentioned reference number.
You requested access to:
All documents since January 1st, 2020 dealing with the common charger for smartphones,
including but not limited to minutes of meetings with stakeholders, meeting minutes of expert
groups, internal memos, etc
The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW)
has identified all documents falling within the scope of the request. The documents identified are
listed in Annex I (documents register) and Annex II (public documents), both enclosed with this
letter. We are glad to inform you that we grant full or partial access to the documents identified.
In Annex II to this letter we include the internet links where documents that relate to your request
have been published and thus are accessible to the public.
Please note that documents originating from third parties, as defined in Article 3(b) of Regulation
(EC) 1049/2001, are disclosed for information only and cannot be re-used without the agreement of
the originator, who holds a copyright on them. They do not reflect the position of the Commission
and cannot be quoted as such.
With respect to the other documents, i.e. internal notes, briefings, minutes of meetings, and letters
sent by the Commission, please note that these documents do not reflect the final position of the
Commission. They cannot be quoted as reflecting the Commission's final position and cannot be
reproduced or disseminated for commercial purposes without prior consent given by the
Commission.
Some of the documents, listed in Annex I, included content not related to your request. Such a
content has therefore been redacted.
Moreover, certain documents listed in Annex I, contained personal data: names, e-mails, phone
numbers and addresses. Pursuant to Article 4(1)(b) of Regulation (EC) No 1049/2001, access to a
document has to be refused if its disclosure would undermine the protection of privacy and the

integrity of the individual, in particular in accordance with European Union legislation regarding the
protection of personal data.
Article 9(1)(b) of the Data Protection Regulation1 does not allow the transmission of these personal
data, except if you prove that it is necessary to have the data transmitted to you for a specific purpose
in the public interest and where there is no reason to assume that the legitimate interests of the data
subject might be prejudiced. In your request, you do not express any particular interest to have
access to these personal data nor do you put forward any arguments to establish the necessity to have
the data transmitted for a specific purpose in the public interest.
Consequently, I conclude that, pursuant to Article 4(1)(b) of Regulation 1049/2001, access cannot be
granted to the personal data, as the need to obtain access thereto for a purpose in the public interest
has not been substantiated and there is no reason to think that the legitimate interests of the
individuals concerned would not be prejudiced by disclosure of the personal data concerned. Such
personal data has therefore been redacted.
In case you would disagree with the assessment that the redacted data are personal data which can
only be disclosed if such disclosure is legitimate under the applicable rules on the protection of
personal data, you are entitled, in accordance with Article 7(2) of Regulation 1049/2001, to make a
confirmatory application requesting the Commission to review this position.
Such a confirmatory application should be addressed within 15 working days upon receipt of this
letter to the Secretary-General of the Commission at the following address:
