Background
Recap of the situation
•
For November 2018 only
Doel 3 remained available, all other nuclear
power plants would be off-line;
•
Several
measures at national level were taken to reduce the potential gap
(e.g. re-entry into the market, revision of maintenance planning,
emergency generators, DSM);
•
Taking into account these measures, ELIA identified a remaining gap of
700MW and 900MW, indicating
structural imports would be needed.

In addition to bilateral consultations and ECG reporting, a
Standing
Group on Electricity Scarcity was created, in the context of the
Pentalateral Energy Forum;
•
Results initial assessment:
Under normal winter conditions,
sufficient production capacity would be
available in the CWE-zone
Doubts about the adequacy of transmission capacity to ensure the
necessary imports to the Belgian market
•
Conclusion of an
“Operational framework for regional solidarity to
ensure electricity adequacy in Belgium for the winter 2018-2019”

Three key actions have been identified at regional level to mitigate
potential electricity scarcity:
1.
A
well-functioning Flow-Based market coupling at the Day-
Ahead time horizon in the CWE region
- Ensure data quality
- Apply seasonal thermal limits
- Apply 20% MinRam
- Ensure regional coordination to enable use of additional
PST-taps
2.
An
optimized intraday capacity calculation process
3.
Coordinated Short and Medium Term Adequacy and Critical Grid
Situation processes in place at
Regional Security Centers (RSCs)
Evaluation
An
auto-evaluation was performed by all MS after
winter 2018-2019:
•
The
operational framework was vigorously applied
•
Early regional consultation and cooperation in case of
potential Critical Grid Situation
•
Resulted in a
problem-free winter 2018-2019
•
Standing group seen as a
valuable forum, which is
added
to the Penta-toolbox
•
Remaining questions to be tackled in other fora, e.g.
Pentalateral Energy Forum and Core.
