Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documents, including e-mails, minutes, bills, audiovisuals, requests for invitation, rejection letters, related to the organisation of the 9th European Forum on the Rights of the Child held in Brussels on 3/4 June 2015, including the outsourcing to TEAMWORK.
This request is for documents from DG Justice & Consumers, as well as the Cabinet of Commissioner Jourova and any other service of the Commission.

We refer to your email dated 10 June 2015 in which you make a request for
access to documents, registered on 12 June 2015 under the above-mentioned
Your application concerns several thousand documents, primarily emails
exchanged with individuals and the contractor concerning the organisation
of the Forum, which need to be assessed individually. The analysis of
these documents, in accordance with Article 4(4) of Regulation 1049/2001,
cannot be expected to be completed within the normal time limits set out
in Article 7 of Regulation 1049/2001 due to the high workload implied. For
example, for most documents the consultation of third parties will be
necessary and the documents will all need to be printed, the personal data
removed by hand, and the documents then photocopied.
However, the Regulation also provides for a possibility to confer with
applicants in order to find a fair solution when an application concerns a
very large number of documents. Article 6(3) provides that "in the event
of an application relating to a very long document or to very large number
of documents, the institution concerned may confer with the applicant
informally, with a view to finding a fair solution".
Based on this provision, we would kindly ask you whether you could narrow
down the scope of your request so as to reduce it to a more manageable
amount of documents. A large number of them concern the mere logistical
aspects. For example, email exchanges with the contractor concerning the
logistics for the Forum, and email exchanges with speakers concerning
their participation at the Forum may not be relevant. Other documents will
not have much content after the expunction of personal data.
Having a clearer idea of the elements you are looking for with your
application will enable us to better meet your needs and handle your

Thank you for your reply. However, I have to note that you took the full 15 working days just to reply that the request was to broad.
For the moment I could limit the request as follows:
- documents/correspondence related to the necessary profile of participants (different stakeholders etc)
- contract with TeamWork
- bill of TeamWork
- correspondence related to the audiovisual material produced under the Teamwork contract
- reservation and bill of the Thon Hotel (both locations)
- initial list of invited organisations/persons
- internal/external notes/correspondence about increasing the number of participants from 250 to aprox 285
- all correspondence/notes related to rejected organisations/persons
- Agenda/minutes of the Steering group
Considering the fact that it concerns a conference on children's rights, I see no reason whatsoever that justifies the blackening of names.
