Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The EU has contracted
"COFFEY INTERNATIONAL DEVELOPMENT LIMITED"

Therefore I would like to know all
- tenders they have joined
- the tenders they lost and the organization who won it
- historic and ongoing contracts between the company and the EU
- payments to them (detailed listed)
- the names of the people of this organisation who worked for the EU contracts
- the contact persons/project manager from the EU who guided them

As this seems to be an Australian Company with a subsidary in UK I would also like to know if there are other companies who belong totally of partially to them and are also contracted from the EU. Also let me know in case the company changed the name, ownership etc. Are there previous EU Employees working for them and have EU Employes started to work for them (revolving door issues)?

Framework contract on evaluation and evaluation related services No BUDG
06/PO/01 Lot 3 (Réalisation d'études d'évaluation externes de nature
intermédiaire et ex-post) concerning the evaluation of 'Prevention and
Fight against Crime' and 'Prevention, Preparedness and Consequence
Management of Terrorism and other Security Related Risks' Programmes was
awarded to a consortium coordinated by the legal entity 'Evaluation
Partnership Limited' (LE 6000053054), but that the payment was made to the
bank account on the name of 'Coffey International Development Ltd TA The
Evaluation Partnership'.  The 'Evaluation Partnership Limited' merged with
'Coffey International Development Ltd' most probably after the
signature/the end of the contract.

 

In light of this information, we therefore invite you, pursuant to Article
6(2) of Regulation (EC) No 1049/2001 regarding public access to documents,
to provide us with more detailed information on the documents you seek to
obtain.

 

For this reason, we would like to propose that your current request for
access to documents is closed and we kindly invite you to submit a new
application for access to documents with the requested clarifications.

According to the Contract award notice 2013/S 025-037820 (TED - Tenders Electronic Daily - Service contract - 37820-2013), the European Commission has awarded the framework contract on provision of services in the field of evaluation of communication PO/2013-3/A3 to Coffey International Development Ltd.
However, Coffey indicated that the contract was likely to be sub-contracted to third parties (Contract n°3- section V.5 of the award notice).
The European Commission does not have direct contractual relationship with sub-contractors, namely Deloitte and therefore even if the reports were done by Deloitte the payments shall be made (and were made) to the contractor's bank account - Coffey.

on 5th Nov 2015 I have received an USB Stick from DG JUST, Signed from Mrs Michou. In total there we're 8 contracts. For some of the contracts the final report, means the work delivered was not included.

Have I received this information already ? I am not aware.

I wonder especially on the Contract RTD-L05-2010, JUST 2012/JCIV/FW7=195/A4 which is dealing with the EU Law EC 2201/2003 where I have an ongoing petition
https://archive.org/details/20141111Brus... and I suspect maladministration. Child abduction and parental root cutting is criminal law in some EU countries.

Kindly deliver all these reports. Not only for Brussels IIa.
