AMIF and ISF-Borders and Visa: Outcomes of Policy Dialogue and Observations to National Programmes

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001,

I am requesting documents in relation to the implementation of the EU Regulations No. 514/2014 (laying down general provisions on the Asylum, Migration and Integration Fund and on the instrument for financial support for police cooperation, preventing and combating crime, and crisis management) and the EU Regulation No. 515/2014 (establishing, as part of the Internal Security Fund, the instrument for financial support for external borders and visa).

Article 13(1) of the Regulation No. 514/2014 establishes that “in order to facilitate the preparation of the national programmes, each Member State and the Commission shall hold a dialogue at the level of senior officials”.
Article 13(3) states that “after the conclusion of the policy dialogues, the Commission shall inform the European Parliament of the overall outcome”.

In view of these provisions, I am requesting documents which contain the following information:

1. Any outcome of the policy dialogues for the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund-Borders and Visa (ISF-Borders and Visa) shared by the European Commission with the European Parliament.
This may include, but not necessarily limited to, reports, minutes of meetings, verbatim reports of meetings, transcripts, etc that would provide a record of the proceedings, as well as any correspondence – including, but not limited to, letters, e-mails, and any attachments–.

If the information is available per Member State, I would like to receive documentation concerning Spain, Italy and Greece.

In addition, Article 14(6) of the Regulation No. 514/2014 establishes that “The Commission shall make observations within three months of the date of submission of the proposed national programmes”. Article 14(8) of the Regulation No. 514/2014 establishes that “the Commission shall inform the European Parliament of the overall outcome of the application of paragraphs 5 and 6”.

In view of these provisions, I am requesting documents which contain the following information:

2. All observations made by the European Commission and shared with the European Parliament to the proposed national programmes of Spain, Italy and Greece for the AMIF and ISF-Borders and Visa.

The deadline for replying to your application received on 12 April concerning public access to documents expires tomorrow, on 4 May.

However, exceptionally, due to the fact that the internal and external consultation process for the relevant documents and the fact that the detailed analysis of all legal aspects linked to the possible disclosure of every document identified are still ongoing, Parliament needs to extend the time-limit for replying to your application foreseen in Article 7(1) of Regulation (EC) No 1049/2001 by a further 15 working days, in accordance with Article 7(3) of the same regulation.
