Breakdown of UK Research and Innovation Funding from the EU

La solicitud fue exitosa.

Dear Sir/Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I understand that in recent years, many areas in the UK have received for research and innovation projects from the EU. I am writing to request the following information:

1. A full breakdown of the recipients of this funding in the UK, and where they are located.

2. A breakdown of the period over which each of these recipients will be funded.

If possible, I would be grateful if you could provide this information broken down by each of the years of the EU Budget Cycle, up to the end of the current budget cycle - which I understand to be 2019/2020.

In addition, I would also be grateful if you could comment on the future of this funding should the UK formally leave the European Union in, say, 2019 - i.e. before the current budget cycle is closed. Would this mean that current projects earmarked for funding in 2019/2020 would not receive this funding?

Yours faithfully,

Tom Stephens

Dear Sir,

Thank you for your e-mail dated 09/10/2016. We hereby acknowledge receipt
of your application for access to documents, which was registered on
13/10/2016 under reference number GestDem 2016/5761, further to the
receipt of your postal address on 11/10/2016.

In accordance with Regulation (EC) No 1049/2001 regarding public access to
European Parliament, Council and Commission documents, your application
will be handled within 15 working days. The time limit will expire on
07/11/2016. In case this time limit needs to be extended, you will be
informed in due course.

You have lodged your application via the AsktheEU.org website. Please note
that this is a private website which has no link with any institution of
the European Union. Therefore the European Commission cannot be held
accountable for any technical issues or problems linked to the use of this
system.

In respect of the consequences of a withdrawal of the UK from the EU
please note that the UK is still a member of the EU. Until the withdrawal
process has been completed the UK will remain a member of the EU and EU
law continues to apply to and within the UK, both when it comes to rights
and obligations. This includes the eligibility of UK legal entities to
participate and receive funding in Horizon 2020 actions. It is too early
to speculate on the legal situation applying to research grants once the
UK has withdrawn from the EU.

Yours faithfully,

Dear Sir,

We refer to your e-mail dated 9/10/2016 in which you make a request for
access to documents, registered on 13/10/2016 under the above mentioned
reference number, further to the receipt of your postal address on
11/10/2016.

We enclose a copy of the documents requested. The first two tables contain
information about UK participants in EU projects funded under the Research
and Innovation funding programmes FP7 (2007-2013) and Horizon 2020
(2014-2020), including Euratom. The information in each of these tables is
divided in 2 sheets:

-          The first sheet FP7_UK_projects/H2020_UK_projects presents the
complete list of projects in which participants from UK where involved and
the corresponding EU granted financial contributions for each UK
participant at the level of every project. For example, if you select the
UK participant with the legal name THE CHANCELLOR, MASTERS AND SCHOLARS OF
THE UNIVERSITY OF OXFORD in the table related to FP7, the participant
will appear 736 times, which means it was involved in 736 FP7 projects and
the column CONTRIB shows the EU granted contribution for this participant
in every project;

-          The second sheet FP7_UK_participations/H2020_UK_participations
shows the aggregated list of the UK participations, which means the
cumulated EU granted financial contributions per participant and the
number of projects in which it has participated, in the column PART_NR.
For example, if you select the UK participant with the legal name THE
CHANCELLOR, MASTERS AND SCHOLARS OF THE UNIVERSITY OF OXFORD in the table
related to FP7, it was involved in 736 projects, meaning 736
participations, and has received a total EU granted contribution of €
459.827.181,53. In this case, the column CONTRIB refers to the EU granted
financial contributions cumulated for all the projects in which the
participant was involved.

The third table contains information about UK participants in EU projects
funded under the Coal and Steel fund. The information showed therein is
divided in 2 sheets – closed and running projects for which the grant
agreements were signed between 2006 and 2015. Each sheet provides the
data per project, including the grant number, the legal name of the UK
participant and the EU granted financial contribution for the UK
participant in the specific project.

In all the 3 tables you can find also information about the location of
the UK participants.

Please note that the EU granted financial contributions refer to the EU
funding to which this participant is entitled during the life of the
project, subject to the fulfilment of the work and to the cost eligibility
conditions. This EU funding includes both actual payments already made,
and also payments still to be made subject to those conditions (in
particular for projects which have not finished yet).

You can find more information about the funded projects (including their
exact duration) on the CORDIS website, by using several key words for the
search such as the ID number of the project:

You may reuse the documents requested free of charge for non-commercial
and commercial purposes provided that the source is acknowledged, that you
do not distort the original meaning or message of the documents. Please
note that the Commission does not assume liability stemming from the
reuse.

As for your final question on the  consequences of a withdrawal of the UK
from the EU, we addressed it in the email we sent to you on 13/10/2016.

Yours faithfully,
