We refer to your message of 20 November 2017 addressed to the European Investment Bank (EIB) via the “AsktheEU.org” website, regarding the EIB and Brexit. We also refer to our acknowledgement of receipt of 21 November 2017. Your request has been processed under the provisions of the EIB Group Transparency Policy .

In response to your questions, we are pleased to inform you that the EIB is included in the negotiations between the UK and the EU which are led by Michel Barnier and his Task Force, in coordination with the Council and the European Parliament.

The Essential Principles on Financial Settlement that the Barnier Task Force has published on Monday 12 June 2017 contain a jointly developed position in regard to the EIB. The position safeguards the EIB’s business model and is as follows:

The UK holds 16,11 % of the subscribed capital of the EIB. The subscribed capital consists of paid-in capital and uncalled capital, which is effectively a guarantee. The UK part of the paid-in capital is 3,5 bn euros. The UK part of the EIB’s uncalled capital amounts to 35,7 bn euros.

The solution foresees that the EIB will return to the UK its paid-in capital (3,5 bn euros), but only when the EIB loan portfolio outstanding at the time of the Brexit is fully amortized. This is currently expected to be the case in around 2054. This payment is also subject to the performance of the EIB portfolio that the UK has guaranteed jointly with the other members during its membership.

The uncalled capital of 35,7 bn euros is foreseen to be replaced by what would essentially be an unconditional and irrevocable guarantee for the financing made by the EIB while the UK was a Member State. This guarantee should be in place from April 2019 and decrease thereafter in line with the amortisation of the EIB portfolio. This amortisation is expected to end also in around 2054.

The EIB will continue to work together with the Barnier Task Force on matters relating to the bank.
