Dear Justice and Consumers,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Justice and Consumers's handling of my FOI request 'Campaign Letters' GestDem 2016/2477.

By letter of 17 May I was informed that no "campaign letters" could be identified.

However, under request GestDem 2016/1990 I received the below e-mail correspondence between DG JUST and DG REGIO, in which the child rights coordinator refers to such campaign letters.

Therefore I kindly request the Secretariat General to conduct a fresh review of the reply given by DG JUST.

"From: TUITE Margaret (JUST)
Sent: Monday, October 27, 2014 2:42 PM
To: URMOS Andor (REGIO)
Subject: RO database DG REGIO : High
Dear Andor,
As we are now starting to get campaign letters about this database for which I
need to draft responses, do you have any news from your colleague about this
project to fund a database that we discussed a few weeks back?
Thanks,
Margaret"

Dear General Secretariat,

It is beyond my understanding how an email from DG JUST of 27 October 2014 can refer to an email of 1 November 2014.

I also take note that you blackened the identities in your current reply of 27 May 2016:

https://www.asktheeu.org/en/request/2887...

But DG REGIO did not blacken the names in their reply of 29 April 2016:
https://www.asktheeu.org/en/request/2785...

From your reply:
"Indeed the 'campaign letters' referred to in the email of 27 October 2014 from DG JUST
to DG REGIO correspond to two emails received by the former Directorate-General for
Enlargement ('DG ELARG')3on respectively, 22 September 2014 and 1 November 2014,
which were forwarded to DG JUST as illustrated by the email of DG ELARG of 23
September 2014. I am pleased to disclose these documents, notwithstanding the fact that
your initial request indicated an approximate reference period of October/November
2014. "

And "wide meaning" is also puzzling:

"Following this review and after having re-consulted DG JUST, I would like to clarify
that the term 'campaign letters' was used within a wide meaning in the framework of the
email in question between the latter and DG REGIO. "
https://www.asktheeu.org/en/request/2887...

I'll ask the European Ombudsman for her opinion about the above.

Yours faithfully,

Arun Dohle
