Contacts with Fertiliser Industry
Dear Permanent Representation of Netherlands to the EU,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001 and the right of access to documents in the Dutch Government Information (Public Access) Act, I am requesting documents which contain the following information:
- All correspondence (including e-mails) with and from representatives of the permanent representation
- A list of all meetings and minutes of these
concerning the issue of the fertiliser industry and climate policies since January 2000
Please consider especially all correspondence and meetings between representatives of the permanent representation with actors of fertiliser producers as well as interest groups and consultancies with links to the fertiliser industry
(such as Fertilizer Europe, European Fertilizers Import Association, European Sustainable Phosphorus Platform, European Crop Care Association, Nutrient Platform, YARA S.A, Association for a better European Access to Nutrients, Asociación Nacional de Fabricantes de Fertilizantes (ANFFE), Association des Producteurs Européens de Potasse (APEP), Hellenic Fertilizer Association, CEN Technical Committee 260, European Consortium of the Organic-based Fertilizer Industry (ECOFI), European Organic Fertilizers Manufacturers Association (EUROFEMA), Alliance Européenne des Engrais Phosphatés (AEEP), European Biostimulants Industry Council (EBIC), Agricultural Industries Confederation (AIC), Mosaic, The Fertiliser Institute, International Fertiliser Industry Association, International Plant Nutrition Institute, the international federation of industrial energy consumers, European Chemical Industry Council (CEFIC), Agricultural Industries Confederation (AIC), Industrieverband Agrar, Prospero & Partners, ecofys, copenhagen economics, Achema

and/or
- the issue of the fertiliser industry and natural gas import and production and/or unconventional gas exploitation (from January 2000 till June 2017)
and/or
- the issue of the 2030 Eu climate and energy framework (from January 2013 till June 2017))
I would like to make clear I prefer you produce the documents on a rolling basis. At no point should the search for—or deliberations concerning—certain documents delay the production of others that were retrieved and elected to produce.
To the extent possible, I prefer the documents in electronic format. If you need a postal address to process the request, please send me an e-mail address to which i could send you this information.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption.
Please confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.

I hereby acknowledge receipt of your mail of 9 June 2017, received on the same date, in which you requested information on the issue of the fertiliser industry and climate policies since January 2000 on the basis of amongst others the Government Information (Public Access) Act (Wet openbaarheid van bestuur; Wob).
In your application you also refer to Regulation 1049/2001. Please note that this regulation applies to documents held by the European Commission, European Parliament and the Council. Your application will be assessed on the basis of our Government Information Act.
At this moment we cannot process your application as it is not possible to identify the documents concerned, which is required by the Government Information Act.
